Introduction
The reputation that Congresswoman Maxine Moore Waters (D) Rep of 43rd Congressional District of California as a an outspoken fearless defender of women rights, people of color, children and the poor has made her to be considered by many as one of the most powerful women in American politics currently. In 2018, she was elected by her district to serve her fifteenth term as a congresswoman garnering more than 70 percent of the total votes cast. She is a member of the Democratic Party. She started serving in 1991 at California`s 29th District between 1991-1993, 35th District in the period between 1993-2013 and currently serves at the 43rd District. Of all the twelve black women serving in the US Congress, she is the senior most. Her party loyalty, outspoken critic of President Trump and a strong believer and advocate of her ideologies, Maxine Waters, is indeed a candidate to write about.
Maxine Waters was born in the year 1938 at St. Louis Missouri. She is the daughter of Carr Remus and Lee Velma. In her family, she was the fifth child in a family of thirteen children. She suffered single parenting, after the father left her mother when she was just at the age of two years. It is from such a background that Maxine is seen by her supporters as a defender of women and children. In 1961, she moved with her entire family to Los Angeles, California after her graduation from Vashon High school. She worked at garment factories, and some telephone companies. She was able to get her education from California State University in Bachelor of Arts in Sociology. Her career thus begun as a volunteer and teacher and thus marked her entree in the public service. Currently, she is married to Sidney Williams who was at one time the ambassador of USA to Bahamas Commonwealth, has two children and two grandchildren.
The paper seeks to examine Maxine Waters in her congressional district 43rd in California. It will establish her influence on policies, her ideologies, voting patterns in the house, legislation she has sponsored, donors and contributions and how her environment has affected her politics and if she is delivering to the expectations of her constituents. Accordingly, the paper will analyze the role of personal ambitions, the presidency and party politics in the political survival of her voter base or core voters.
Part A: Features of the 43rd District of California
A Democrat Maxine Waters currently represents 43rd congressional district in California. The district has a center in the southern Los Angeles County. The cities of Hawthorne, Gardena, Inglewood, Lawndale, and Lomita are part of the congressional district.
* Age and Sex Demographics
According to the U.S. Census Bureau (2017), Congressional District 43, California has an estimated population of 745,656 people. The district is 72 square miles with approximately 10,350.6 residents per square mile. The median age of the population is in the 43rd District is 36.1 which is almost the same figure of the California State, and less than the national median average of 38.1 years old. Accordingly, the population is inhibited by about 52 percent of females explaining the voter segment that Maxine waters hold of defending women and children within her district and nationally championing for their rights and freedoms. The male is about 48% which represents a lesser figure compared to that of about 50% for the California State and about the same figures in the national data of about 49 percent.
* Race and ethnicity
The 43rd District of California is 13 percent dominated by the white race which is about one-third of the California percentage of 37 percent and about a fifth of the national rate of 61 percent white domination. Accordingly, the black color community is at twenty-three percent which is more than triple what is at the state level of five percent and double the United States rate of 12 percent black population. Asians have a population percentage of 13percent which as compared to 14 percent in State rate and six percent nationwide rate. Hispanics are the majority in the state registering a staggering record of 47 percent. When compared to the State rate and nationwide rates 39 and 18 percent respectively, the district is thus inherently inhabited by black community and Hispanics.
* Poverty and Income
According to the statistics released by the U.S. Census Bureau (2017), about 16.6% of the population within the district are living below the poverty line. The date thus indicates that people who are living below the poverty line are more than the state rate of 13.3% and the national rate of 13.4 percent. Of the data, a total of 23 percent of people living under the poverty line are children and adults who are seniors of 65 years and above are polled at fifteen percent. The representative of the people in the district Maxine Waters also ways have the interest of children and mothers at heart, and the figures depicted from the census don't resonate well with her. Accordingly, the median household income is at $27,435 per capita income which is less than the amount of the state of California which is rated at $35.046. The district has an average of three people per household, and the married couple within a given household is about 51%.
In the geographical mobility, about 9.9 percent of the residents within the district migrate to other districts, county or States. Regarding education, about 77.9 percent of the population in the district has attained an educational background of high school graduation or higher with about 27.6% attaining a bachelor`s degree. A majority of the population have other languages which are not English spoken at their various homes. English is not their primary language, and such figures can be attributed to a large number of migrants from the South American states.
The U.S. Census Bureau (2017), state that 54% speak languages other than English in their homes while at the state level of California, 44.5 percent of the population and only 44% of the population can speak English within the district. The rate shows that foreign-born inhabitants of the district are at 31.3 percent with about 67 percent of those born in foreign countries coming from the Latin American countries. It is critical to note, that among the demographics, 4.2 percent of the population is qualified to have the veteran status for their contribution to the rich history of the United States of America.
The demographic population of the 43rd district in California indicates the more reasons why Maxine Waters have been able to be elected for the fifteenth time since her first election in 1991. The population is multi-racial, and her constituents are the minority in the US. The issues raised on fertility and women's rights are sacred to the representative. From her support on Planned Parenthood, the children and the elderly. The sparse population comprises of children, some of who are abandoned by their parents. Just like her, who suffered single parenthood after her father separated with the mother, the plight of women and children are thus key points to defend to win reelection.
Part B: Record of Maxine Waters
Maxine Waters is credited to be the first black woman or African American to be the chair of House Finance Services Committee. As an integral member of the Democratic Party Leadership, Maxine Waters serves as the as a member of the Steering and Policy Committee. Accordingly, she is a co-chairperson to the Congressional taskforce which is bipartisan on Alzheimer Disease. Maxine also serves as a member of the Congressional Progressive Caucus and a past chair, but still a member of Black Congressional Caucus. Over the years she has spent in the public service, she has faced certain issues head-on some being controversial and even taking up punches from her fellow Democratic leadership she has been within the cutting edge and tackling issues of concern to her constituents and the American people in general.
According to Emba (2017), Rep. Waters was famous for her reclaiming my time comments after she confronted Steve Mnuchin the Treasury secretary before the House Finance Services Committee. The treasury secretary was allowed to testify before the committee regarding the affairs of the international finance systems. Maxin waters, a fierce critic of President Trump wanted to know why the office of the Treasury Secretary had not written a response to her office following an inquiry letter she wrote concerning the financial ties with between Russia and President Trump.
