Regulations Vs Laws
Laws are a product of statutes passed by the legislature with the approval/assent of the executive. They represent correct behavior of the citizens enforceable through fines and penalties. They are contained in the constitution. Regulations are rules crafted by administrative agencies to help in the interpretation and implementation of specific laws. Laws and regulations differ in the following ways.
Laws have to go through the bill process. This involves a legislator sponsoring a bill in the legislature for debate and passing. The bill is then taken to the executive for assent.
