Since the twentieth century, many psychologists of learning had tried to look for a fitting psychological theory that would both be research based as well as educationally relevant. Fortunately, a commendable progress has been made since the entering of the educational learning’s second century. There is an understanding of the way students learn in settings that are pertinent educationally. Developments have been made, of influential instructional technologies, specifically based on communication and computer technologies (Mayer, 2003). A particular usage of technology in a classroom depends on the underlying outset of learning by the instructor. There are major principles of learning that support the use of iPads technology integration into classroom instruction, and key issues that governing transfer of learning (Perkins & Salomon, 2012).

On- line learning is the most modernized way that is becoming popular in most developed countries, and in which many instructors are seeking refuge (Mayer, 2003).
The instructor should be able to know the effectiveness of the learning method by presenting various assessments. The analysis of taxonomy of academics has proven to be right. The authors state that this taxonomy was meant to offer goals classification of the educational system. The most basic level of taxonomy differentiates between two wide goals. These goals include; remembering the already taught materials, which is also known as retention and the capability of using it in new circumstances, which is similarly known as transfer.
