Assignment Description Government policy impacts social justice problems. Some policies may create social justice problems just as they attempt to correct them. To successfully address social justice problems, social workers must have the knowledge and skills to locate, access, analyze, and interpret public policy. Based on your analysis of the social justice problem in the Week 2 assignment, select a current enacted policy that is presently a law to analyze using relevant local, state, or federal policy resources. Your analysis must also address the problem that affects your chosen diverse cultural group (for example, based on race, religion, disabilities, gender orientation, socioeconomic status, or access to services). This will be the policy you analyze for not only this assignment, but the Weeks 6 and 9 assignments as well. Be sure to incorporate constructs that have been covered in this course into your analysis. You will compile all of the assignments you complete throughout the course in Week 9, so as you receive feedback for each assignment, revise your work as necessary. Assignment Instructions To complete this assignment, select a local, state, or federal policy that targets the form of oppression and discrimination you described in Week 2 (for example, the Americans With Disabilities Act (ADA), Veterans Millennium Healthcare Act, Affordable Care Act (ACA), Adoption and Safe Families Act, Medicare, Medicaid, Temporary Aid to Needy Families Act, Social Security Act, or a relevant state or local policy, such as state or local affordable housing policies or health and safety policies related to COVID-19). Then, complete the following: Describe the purpose of a currently enacted policy that addresses the social justice problem for a chosen population, using scholarly literature for support. Remember, this policy must be enacted—in other words, it must be passed legislation. Describe the programs and services provided through the policy, using scholarly literature for support. What are examples of the programs and services that are being offered as a result of your chosen policy? Who is the target population for these programs and services? Describe how the policy connects to the chosen social justice problem, using scholarly literature for support. Connect the policy to the social justice problem you selected by giving a brief description of the problem. Is it a new problem, something that has recently arisen, or an old problem that has never been resolved? Describe the historical issues and context that led to the creation of the social problem and policy development. Policy Selection and Background Student’s Name Institution Course Number and Name Instructor’s Name Date Policy Selection and Background Enacted Policy and Supported Programs A currently enacted policy that seeks to address the overrepresentation of youth of color in America's juvenile justice system is the Juvenile Justice and Delinquency Prevention Act of 1974 (JJDPA). The policy provides a framework through which federal and state governments can partner to administer juvenile justice and prevent delinquency (US Congress, 2018). Specifically, the policy seeks to support tribal, local, and state initiatives that prevent the involvement of juveniles in delinquent behaviors (US Congress, 2018). In addition, the program seeks to support evidence-based approaches designed to address the needs of youths who get involved with the justice system and those at risk of such involvement (US Congress, 2018). Since its enactment in 1974, the policy has undergone several reauthorizations and amendments. A key part of the JJDPA is the creation of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) under the US Justice Department to oversee the implementation of the law in addressing and preventing juvenile delinquency (US Congress, 2018). In this sense, the OJJDP supports several programs and initiatives tailored toward addressing juvenile justice challenges. Some of these programs include the Formula Grants Program, gang violence prevention program, racial and ethnic disparities (RED), and mentoring programs (US Department of Justice, 2019). The Formula Grants Program is especially significant in incentivizing states to undertake delinquency initiatives and prevention efforts. In this case, the OJJDP provides funding to states when they fulfill its requirements, such as involvement in job training, substance abuse initiatives, mental health treatment programs, and reentry/aftercare services (OJJDP, n.d.). Given the primary objectives of averting delinquency and enhancing the juvenile justice system, the target population for most of the programs is young people aged between 10 and 18 years. Other programs provided by the agency not mentioned above include Runaway and Homeless Youth, Youth Reentry and Family Engagement, and Tribal Youth Programs (US Department of Justice, 2019). As the names of these programs suggest, they are primarily targeted at the youth that have been in contact with the juvenile justice system or face the possibility of such contact. JJDPA Connection with Overrepresentation of Youth of Color The overrepresentation of youth of color in the system is a challenge that the JJDPA was mandated to solve as per several amendments to the law. Literature has consistently shown that racial disparities characterize the involvement of youth of color with the juvenile justice system at almost every stage. According to McCarter and Durant (2022), youth of color have been constantly overrepresented in the American juvenile justice system since 1899. In 1983, while children of color made up 32% of the juvenile population, 53% of them were locked up in secure detention, while 56% were present in juvenile correctional facilities (McCarter & Durant., 2022). In 1991, while the proportion of the population remained the same, 65% of youth placed secure confinement facilities were youth of color.
