This shortage cannot be reduced to the environmental problem, as it is a geopolitical and humanitarian crisis that can predetermine international relations, patterns of migration, and armed conflicts (United Nations 1). In this respect, the issue of water literacy becomes a dire competency. It involves understanding sustainable management of water resources, experience in managing the consumption, and the capability to support appropriate policies of equal water supply. In addition to meeting the urgent local demand, many people and professionals can use such literacy to help avoid international crises. Global Value of Water Literacy Water shortage is one issue that has long brought wars between communities and countries. According to Gleick, fresh water resources are central to most international tensions, especially in arid zones (Gleick 80). This is the case of the Nile River Basin conflict, when the construction of the Grand Ethiopian Renaissance Dam by the Ethiopian authorities aimed to satisfy its rising energy needs, has led to severe diplomatic conflicts with Egypt, which heavily relies upon the river Nile as an agricultural source and source of drinking water (United Nations 1).
