Policy Goals and Objectives
When the Affordable Care Act became law in 2010, it established specific objectives to handle persistent healthcare system inequalities in America. These goals included reducing the national uninsured rate by expanding Medicaid eligibility and creating Health Insurance Marketplaces (Figure 1); prohibiting insurance exclusions based on pre-existing conditions; mandating the inclusion of essential health benefits and preventive services in qualified plans; decreasing individual and systemic healthcare costs; and enhancing healthcare equity for historically underserved populations, particularly low-income groups, racial minorities, and people with disabilities (Kominski, Nonzee, & Sorensen, 2017; Kraft & Furlong, 2019). The ACA integrated multiple healthcare goals, which targeted expanded accessibility with more affordable costs plus better healthcare quality to create a united framework for healthcare reform.
The ACA adopted social justice foundational principles and economic security aims to establish health coverage as a universal right because it aimed to remove health care exclusion as a privilege. Officials who shaped policy imagined a society where health results would not distinguish between racial, economic, or disabled populations, and medical bills would destroy fewer living standards. The evaluation of ACA implementation success depends on examining its established goals to determine the achievement of desired outcomes.

Evaluation Objectives
The examination of the ACA reviews how well its targets were accomplished during the last ten years of policy implementation. This assessment aims to determine how uninsured rates changed nationwide and within defined groups. It evaluates the success of Medicaid expansion in addition to Health Insurance Marketplaces and measures improvements in healthcare availability and price affordability. This assessment explores variations between states that expanded Medicaid coverage and those that kept Medicaid unchanged. Understanding the impact of the ACA needs these objectives because they help evaluate the health policy lifecycle, according to Kraft and Furlong (2019), in the final evaluation stage.
Evaluation Questions
Multiple evaluation questions were established to assess the ACA properly. The ACA achieved what degree of lowering uninsured rates between general society and racial minorities alongside disabled citizens? The evaluation examines state-level success regarding Medicaid expansion together with resulting health coverage inequalities. Evaluation Methods
The assessment followed all necessary evaluation strategies using process evaluation alongside impact evaluation and outcome-based evaluation, according to Brownson, Baker, Leet, and Gillespie (2003), Posavac and Carey (2003), and Rossi and Freeman (1993).
The process evaluation determined how well HealthCare.gov and state-run marketplaces and Medicaid expansions executed their original plans. The HealthCare.gov implementation issues from 2013 were followed by improvements, strengthening functional capabilities, and usability across the platform by late 2014. Expanding Medicaid throughout states served as a fundamental process metric with the effectiveness of navigator programs and public education initiatives to boost enrollment (ASPE, 2023).
