This issue of breakeven analysis is difficult not only for DHS, but for a lot of the program centers across the nation. The issue that comes to light is that there is not much other revenue for their services, except those that come from grants and tax dollars. Often times there is no incentive for the service being provided. As defined in Budget Tools, Financial Methods in the Public Sector breakeven analysis is used to determine the number of products or services that must be sold or in some way reimbursed so that total revenue equals expenses (Chen, Weikart, Williams, 2015). In these lines of work, it is difficult to show breaking even because, for example, Customs and Border Protection (CBP) are not selling their service to the public. CBP doesn't make X amount of dollars for Y amount of illegal immigrants seized or contraband seized. This issue can be looked at across the gamut of DHS services. Their reimbursement could come from grants, donations and other services, but it is still difficult to measure the expenses to the revenue when the revenue is not based off of units sold.

Using breakeven analysis can cause some potential difficulties. One of the potential difficulties is the fact that costs can change, so unfortunately the number of individuals or variable amount may change. An example of this would be if we were to use the pool example in the budget tools amount. Another example would potential be the number of people who would need to buy tickets to the movie theaters to cover the cost of the operation. However, when dealing with the government it is more difficult. While in some cases using, breakeven analysis may help in certain agencies but in general the government is not a direct supplier, meaning they do not deal directly with citizen in a produce and consume type of a relationship. Because of this type of relationship, it is really hard to create a flat amount.

A direct cost in Homeland Security, through the Department of Corrections in Florida, could be seen as the cost for feeding all of the inmates in the department three meals a day. The average price per inmate for every meal in the state is between 70 cents, normal meal, to $1.35, religious or medical diets. These meals are a direct cost because the budget for the meals can be tracked to account for every inmate's meal. This price is built into the average cost to house an inmate per day in one of the many correction institutions throughout the state. On average, it costs that State of Florida $51.65 per day, per inmate (Florida Department of Corrections, n.d.), which can add up greatly since there is over 100,000 incarcerated. An indirect cost could be the specialized training for the certain units within the department. The training is not budgeted for specific locations or for the tools being used, but instead for the overall training need. Also, it does not specify which units, whether it be for our Rapid Response Team, Correctional Emergency Response Team or Crisis Negotiation Teams are mandated to spend the money, but they all need to be trained nonetheless with the allotted money.

A rising problem in Massachusetts, and really everywhere in the United States over the past few years, is the opioid epidemic. Thinking about how much it costs to run something like a sober house allows you to identify things such as the direct costs and indirect costs. Some direct costs related to a sober house would be how much it costs to house someone, the salaries of the social workers there, and the cost of supplies needed in the house. An example of an indirect cost would be the $171 million in opioid prevention services that Governor Charlie Baker signed into the Massachusetts fiscal year budget of 2017 (Ianno & Pitman 2016). It is mentioned that $13 million of this would go straight to 2,150 adult residential recovery beds, but nothing is mentioned as to what the rest of the money directly goes to (Ianno &a Pitman 2016).
