One particular homeland security issue is risks to America’s critical infrastructure. The critical infrastructure of the United States offers the necessary services that act as the backbone of America’s health, security and economy and strengthen the American society. There are a total of sixteen critical infrastructure areas whose networks, systems or assets – virtual or physical – are so crucial to America that their destruction or damage will have a major incapacitating effect on the security, national public safety or health, national economic security, or a combination thereof (Department of Homeland Security, 2016). America’s critical infrastructure is of great importance to the proper functioning of the country’s economy as well as the American way of life.
To effectively resolve the homeland security issue and minimize risks to the country’s critical infrastructure, the Department of Homeland Security makes use of a multidisciplinary approach. Protecting and ensuring resilience of America’s critical infrastructure is a joint responsibility amongst the private sector and the United States government since neither the private sector nor the federal government possesses the resources, authority or knowledge to do it alone (Department of Homeland Security, 2016). The Department of Homeland Security maintains that the private-partnerships are in fact the underpinning for effective critical infrastructure resilience and protection strategies. In addition, the Department of Homeland Security believes that trusted and timely information sharing amongst stakeholders is vital to the security of America’s critical infrastructure (Caldwell, 2012). The National Infrastructure Protection Plan (NIPP) delineates a structure which allows territorial, tribal, local, State and Federal governments to work with one another and with the private sector operators and owners.
In the year 2012, the Office of Infrastructure Protection developed the Strategic Plan 2012-2016 to address the issue of risks to the country’s critical infrastructure. For this organization, managing risks entails identifying threats and deterring them, minimizing vulnerabilities, as well as reducing the outcomes (Department of Homeland Security, 2012). The vision and mission of the Office of Infrastructure Protection are centred on risk management. The vision and mission would be attained through the Office focusing its efforts on 4 goals which foster management of risk. Every goal is supported by several objectives describing the way in which the goals would be attained. The Strategic Plan has a clear method of measuring progress regarding the attainment of the set goals and sharing results (Fisher & Norman, 2013).
