* The Problem
The Family First Services ACT (FFPSA) was introduced to help deal with the ongoing concerns in the United States’ child welfare system. The main aim was to reduce dependence on foster care and group care settings. The policy highlights that prevention is more effective than a solution. In this case, preventing the placement of children in foster care is more effective than acting when the issue has already happened. The most affected population is children from infants to 17 years. According to the Policy Circle Organisation (2025), more than 400,000 children are in foster care on a given day. Most of the children in foster care have experienced abuse from their parents or neglect. In addition, when it comes to children of colour, specifically Black and Native American, they are more affected by this issue compared to other races. This shows that there are disparities that are more than neglect and abuse.
When it comes to geography, children who come from both urban and rural areas are impacted; however, those in low-income communities are more affected since they have limited access to family support services. In most cases, children with families affected by issues of poverty and mental health have a high chance of finding themselves in foster care. This shows that the issue involves the region or demographic and all parts of the country. There are long-term and short-term concerns about a child being raised in foster care. Some of the short-term concerns include behavioural concerns, emotional trauma and interrupted education. Long-term consequences include the fact that those children who are raised in foster care without family connections are more likely to experience unemployment, homelessness, mental health issues and incarceration (Kelly, 2020). When the system fails to protect families before a crisis happens, it brings about more children being placed in foster care, which leads to poor outcomes.
* Background on Policy
The Family First Prevention Services Act was developed in 2018. Before this policy was implemented, there were other federal funding that were under Title IV-E of the Social Security Act. It was only used to compensate states after a child was taken out of their home and taken to foster care.
