Intelligence is pivotal in supporting homeland security operations at national, state, local, and tribal levels. At the national level, the CIA, FBI, and NSA gather and evaluate intelligence on national security threats and explore its global interests. Tribal, local, and state law enforcement organizations rely on intelligence to handle local security issues. The United States intelligence operations face a lot of limitations that disadvantage them significantly. Resource constraints impair the ability of intelligence organizations to obtain, brainstorm, and release intelligence efficiently. These organizations must comply with legal and ethical constraints like privacy and civil liberties rights (American Civil Liberties Union, 2024). The Foreign Intelligence Surveillance Act (FISA) oversees this role. The threats to Homeland Security are constantly changing and complex in contemporary society, making it challenging to assess safety effectively. Moreover, the intelligence in the United States is expected to support the Homeland Security enterprise in performing its roles. Stakeholders expect timely and accurate assessment of threats, hazards, and vulnerabilities for effective decision-making and allocation of resources. The intelligence agencies must collaborate with other stakeholders and share relevant information for situational awareness and effective response (Homeland Security, 2023a). Intelligence is also expected to adhere to ethical and legal standards by being accountable, transparent, and respectful of civil freedoms.
