In April 1917, the United States declared war on Germany. The American public was reluctant to become involved in the European war due to potential loss of life; however, neutrality became difficult to maintain when travel across the Atlantic Ocean was affected. President Wilson was opposed to American intervention in the affairs of other countries; however, he found it exceeding difficult to maintain this position when his moral foreign policy continued to fail.

It was not until 1917 that the United States declared war on Germany. Since the onset of the war in 1914, the U.S. had maintained neutrality, staying clear of the affairs of other nations. However, President Wilson changed his stand and requested Congress to declare war on Germany in 1917. The primary motivation of the President’s decision was Germany’s naval attacks on merchant and passenger ships which violated its pledge not to conduct any military activities within the Mediterranean and the North Atlantic (MacMillan, 2014). Another reason for America’s declaration of war on Germany was the latter’s attempt to form an alliance with Mexico against the U.S.
