The World Health Organization (WHO) has established benchmarks for diverse technical areas to strengthen global actions against emergencies and maintain preparedness. Immunization is one of the areas of focus that the WHO has created benchmarks to ensure countries implement appropriate strategies for combating diverse vaccine-preventable diseases (VPDs). According to the WHO (2019), the standards guide nations to ensure they have appropriate vaccine delivery systems that can reach all populations, including the marginalized ones, and provide comprehensive immunization against diverse preventable diseases. This focus includes measles, which WHO considers a proxy indicator due to its persistent presence in the population and morbidity and mortality impacts.
