This is subversive of popular accountability and dents citizens’ confidence in the police. Whistle-blowing, the process of reporting individuals or organizations for engagement in wrongdoing, is usually in contrast with this code due to conflict referred to as ‘loyalty to peers versus higher ethical standards. Moreover, it is important to establish how organizational culture impacts this behavior to promote accountability and transparency in police organizations. Organizational Culture Influences. That is why organizational culture plays a crucial role in the high frequency of the blue wall of silence. First, an organizational culture, creates room in which any officer feels free to report. When senior officers promote their team or chain of command over honesty and integrity, reporting misconduct is undoubtedly a betrayal. The second reason for the reluctance to whistleblowing is that colleagues usually pressure one another, and officers share their loyalty and solidarity (Conway & Westmarland, 2021).
