1 Main Interests and Goals of Each Party
The San Diego Zoo talks with China were highly tense when considering differences and similarities. In the case of China, pandas were far more than "just" animals as they were cultural emblems and diplomatic tools. The key objective for China was to use these beautiful animals to their advantage, raise China's currently poor international image and project China's dedication to preserving wildlife domestically and internationally. In China, the strategic importance of pandas included their role in nature conservation and public education, as well as in cultural diplomacy, promoting friendship, and strengthening ties not only with the United States but also internationally.
In contrast, the most compelling thing for the San Diego Zoo was the expected audience growth and the resulting rise in their financial inflows, which are vital for preserving the zoo as well as expanding it. Most importantly, keeping the pandas in a zoo would advance the image of the zoo as a top conservation actor and enhance the scientific research undertaken by the institution. The zoo hoped to use this exhibit to teach the public about conservation issues, following the mission and economic benefit principle.

The giant pandas could be used as a tool in negotiation as China possessed the sole right to their control. China set up this control to be sure that mandates concerning the panda's care, conservation, and display were observed and were consistent with China's conservation standards and diplomatic goals.
