The sporting organization has its headquarters in Zurich and was founded in Paris (1904). FIFA is key in setting the rules governing football matches worldwide (FIFA, 2016). International transfers are moderated through FIFA, and they are mandated to approve or decline the transfers. Coaching and refereeing standards are established through FIFA, thus creating uniformity worldwide. Therefore, FIFA is key in promoting global development through football by setting standards that govern countries worldwide. Corruption Findings The FIFA corruption scandal in 2015 became the most controversial case in the sporting industry. It highlighted the need for accountability and transparency among FIFA's executive leadership. In 2015, the US Department of Justice investigated claims of the corrupt misconduct of FIFA executives. The charges involved kickbacks, bribes, and the illegal bidding process of countries such as Qatar and Russia to hold the World Cup. The claims were that the corruption was systemic and rampant in the federation; thus, immediate action needed to be taken.
