Newcomer, Hatry, and Wholey supply a major paradigm for the planning and design of most program evaluations. They outline purposes for evaluation framing, stakeholders' engagement, and formulation of specific questions linked with the program objectives. Tools such as the logic model are introduced by the authors to visually map resources, activities, and desired outputs in a cause-and-effect relationship. They recommend that the evaluation design be iterative, such that it lends itself to modifications based on emerging needs or constraints. She explains that overly technocratic approaches should be avoided as they may mute the voices of the community, and practitioners need to adopt frameworks that incorporate social values and address systemic inequities.
