Newcomer, K.E., Hatry, H.P., & Wholey, J.S. (2010). Planning and designing useful evaluations. In J.S. Wholey, H.P. Hatry, & K.E. Newcomer (Eds.), Handbook of Practical Program Evaluation (3rd ed., pp. 5-29). Jossey-Bass.
Newcomer, Hatry, and Wholey supply a major paradigm for the planning and design of most program evaluations. They outline purposes for evaluation framing, stakeholders' engagement, and formulation of specific questions linked with the program objectives. Tools such as the logic model are introduced by the authors to visually map resources, activities, and desired outputs in a cause-and-effect relationship. They recommend that the evaluation design be iterative, such that it lends itself to modifications based on emerging needs or constraints. The very concept is stakeholder involvement, which is deemed necessary to ensure that the evaluation is actionable along the lines of the agenda of the community and organization. The authors further elaborate on that very important point concerning proper methodologies that must be deployed to face the unique differences in programs.
Lewis, C. (2006). In pursuit of the public interest. Public Administration Review, 66(5), 694-701.
Lewis highlights the complexities of defining and pursuing the public interest within the domain of public administration. She criticizes the competing incumbent demands from the individual to the collective and extends an appeal for evaluative assessments that foster inclusivity, equity, and accountability. She argues that ethical considerations, transparency, and stakeholder participation are at the heart of evaluations serving the public interest. She explains that overly technocratic approaches should be avoided as they may mute the voices of the community, and practitioners need to adopt frameworks that incorporate social values and address systemic inequities. This ensures that evaluations speak sensibly and systematically to governance and public trust.
