Research Proposal: Black Families’ Experiences with the Child Welfare System (CWS) Student’s Name Institution Course Number and Name Instructor’s Name Date Research Proposal: Black Families’ Experiences with the Child Welfare System (CWS) One of the major problems Black parents face in the US is the disproportionate involvement of their children with the child welfare system (CWS). Kokaliari et al. (2019) point out that foster care in the US is characterized by an overrepresentation of Black children at a rate of two to three times compared to white children. In addition, Merritt (2021) points out that Black and Latinx people experience several inequities due to structural oppression and systemic racism. It is therefore important to examine the experiences of Black parents whose children have been involved with the CWS at a specific locality and document their perspectives and recommendations. Research Question: What are the experiences of Black parents with the Child Welfare System (CWS) in Miami, Florida? Given the oppression that Black people have experienced with the CSW in the US, it is imperative to examine how the problem manifests itself at a local level in Miami. In essence, through this research questions, the experiences of Black parents with the CWS can be evaluated and potential solutions arrived at. Active Involvement of Participants The active involvement of research participants is an important part of the anti-oppressive principles. According to Rogers (2011), involving participants in research is important in challenging hegemonic oppression. In essence, the proposed research will prioritize the active involvement of participants in the research process. Given the systematic oppression that has subjugated Black people, giving them an active role in research is important as they can participate not only in understanding the problem but also in devising solutions that seek to dismantle oppressive systems. After inviting the participants to the study, the researcher will help them understand the significance of the problem and ask for their input in the research process. In essence, before data collection, the participants will be asked about the relevant issues that surround their experiences with the welfare system. This will be significant in guiding the questions that will be asked during the interviewing stage. Furthermore, the participants will be involved in data analysis and dissemination of findings. During the data analysis, the parents will be involved in examining responses to generate findings. The findings will be shared with the participants and their opinions gathered regarding how dissemination of findings should be done to ensure the results reach the intended audience. The participants of the study will be primarily Black parents who've had experiences with the CWS. Specifically, those parents who at some point had their children taken by the welfare system will be involved in the study. In addition, social workers at local agencies will help the researcher throughout the research process. The study will also involve child welfare agencies in Miami since they are an important stakeholder who will be interested in the findings of the research. Key community leaders and groups will be further consulted when recruiting participants into the study. Methodological Approach The research will utilize a qualitative approach to examine the experiences of Black parents with the welfare system. York (2020) indicate that qualitative data measures social phenomena in terms of words as opposed to quantitative research data that gives subjects a score or places them into categories. As such, qualitative approach is best suited to investigate the experiences of Black parents because it will take into account unique encounters and perspectives that are will be valuable in generating findings. According to York (2020), qualitative research is appropriate when the researcher is seeking to develop hypotheses of understanding and when it is difficult to quantify the concepts of interest. Given that the research seeks to develop a hypothesis in regard to the experience of Black parents in Miami and that the concepts of interests such as racism cannot be easily quantified, a qualitative approach is best suited to the study. The qualitative approach will give the black parents a significant voice in the research, which is consistent with anti-oppressive research principles. According to Ocean et al.
