Abstract
The dynamic nature of public administration is faced with a significant number of problems. The nature of public development in most countries is alienated from the states, which is characterized with civic apathy and deliberate distance of the citizens from the administrative decision-making process. The exercising of power across the world prevails in the management practice, which has resulted in a significant number of problems in the communication and feedback functions of management. The aim of this paper is to establish one major problem that is affecting public administration, provide the solutions to this issue and finally provide few recommendations that will help in solving it.
Introduction
According to most scholars, at the end of the 20th century brought up mixed ideas on the need of changing the public administration paradigm (Hughes, 2012). It was at this time that scholars began to acknowledge the need of such a need with the objective of strengthening the nature of public governance. This move resulted in the change of state’s role from public goods production to management of market processes. The result of this new model of public administration was more emphasis on various principles such as of transparency, decentralization as well as incorporating state and market regulation and freedom of people.
The dynamic nature of public administration is faced with a significant number of problems. The nature of public development in most countries is alienated from the states, which is characterized with civic apathy and deliberate distance of the citizens from the administrative decision-making process. The exercising of power across the world prevails in the management practice, which has resulted in a significant number of problems in the communication and feedback functions of management. This has created a contradiction in public administration due to the separation of management process from decision making and implementation strategies. Most scholars have indicated that for this contradiction to be resolved, there is a need for a new model of public administration and implementation mechanisms.
The reasons for these contradictions can be identified. One of the reasons is the conflict of interests between the need for public administration to observe its interests in a fair manner and balancing between the needs and interests with the objective of achieving them. The conflicting interests in public administration is the center of its problems. Some of the interests are partly met which leads to a clash for who should participate in the decision-making and implementation phases of most significant issues.
The second reason for the contradictions is the nature of public administration and the aim of the implementation strategies. This contradiction is caused by the desire of the state to provide stable development track to the society which sometimes results in chaos and dynamic disequilibrium. This implies that changes in the external environment of public administration affect its functioning and it should be flexible to such changes.
Another major reason for these contractions is the need for dissemination of a reliable and timely information that is free from distortions that affect its accuracy. This implies that public authorities should provide true and accurate information on their progress from the relevant officials. However, most of the information provided to the public is inaccurate and incomplete due to the monopoly exercised by the authorities. This monopoly increases the controversial levels between and among the authorities. This is a suggestion that there is need for public authorities to disseminate accurate and complete information to the public. However, the opposite happens as the information is delayed which results in distortion of the information which is meant for all levels of public administration.
These contradictions is an indication that for centuries, the world at large has been facing significant problems that had subjected the different administrations to criticisms from both scholars and general public. The above discussed reasons for these criticisms have been tested and are being to judge what is happening in public administration. The existing problems have not only tested public administration’s competence but have also led to loss of public trust. Due to this, the public administration is faced with a greater challenge of proving that these problems can be solved and the solutions are not short-term but long-term and effective in addressing these problems and regain the public trust, which it has lost.
According to PublicAdministration.net (2014), Public Administration involves the implementation of specific policies as provided by the confines of government executive framework. Therefore, it is a body that has been given the responsibilities of implementing government policies. Its functions involve all those of the government that ranges from providing a service to the society to providing security. According to Woodrow, “Administration is the most obvious part of government; it is government in action, it is the executive, the operative and the most visible side of the government.” Therefore, it is the most judged or criticized branch of the government and these criticisms will never end because it is the easiest branch that people can easily tell if it is meeting its obligations or not. However, it should be noted that it often receives misinformed judgements or criticisms because of the high expectations people have from it.
There are various problems facing the public administration with the most important ones revolving around corruption, development of innovative and technological economy, and inadequate flexible frameworks of resolving the conflicting public and private interests.
