Abstract

Previous studies related to the prior studies on the inter-relationship between leadership transformational acts, behavior characteristics, and interpersonal aspects of transformational leadership.
Introduction
Many governments and private criminal justice organizations seek to deploy effectiveness through efficient and innovative approaches. Leaders, the heads of the organizations, play an essential role in ensuring and maintain such efficient and innovative policies. According to previous empirical studies, scholars have come up with leadership theories to provide the most relevant organizational styles of leadership. Transcendental, transformational, and transactional leadership styles have been used to obtain a more efficient and accountable leadership style. According to the theories, quality leadership encourages high standards of an organization and values in the public and private sectors.
Ethical leadership is vital in building an ethical environment within an organization. Employees in an ethical environment can trust their supervisors and satisfy those with ethical leadership in an organization. Since employees can easily understand the behavior of an ethical surrounding created by their ethical leaders, employees' job strain is much less than an organization with inappropriate leadership. Moreover, employees in an ethical environment feel less exhausted and conflicted; therefore, employees' turnover rate is lower. An ethical environment also increases employees' morale, promoting engagement and higher retention within the workforce enabling the organization to meet its specified goal. Studies show that ethical leaders with an increased sense of responsibility have greater effectiveness in the top management and subordinate’s optimization.
Good governance in an organization requires transformed leaders to execute certain behaviors and participate in various organizational activities. Transformational leadership shows an appropriate level of commitment towards establishing organizational transformation, recognizing the need for modification, having a clear vision of bringing the change, and enacting a high level of behavioral and ethical values and solid conceptual capabilities to inspire followers' increased independence among them. Transformational leadership serves as a change antecedent under situations of incremental change. Transformational leadership in criminal justice organizations leads to the high quality of relationships between employees and their managers, increasing managers' perception of behavioral integrity.
Transformational leadership may affect organizational followers' identification, develop followers' potential, create an effective relationship with followers, and develop followers' behaviors. Quality leadership promotes performance in the use of information by increasing the organization's goals and supporting organization culture by asking followers to look beyond personal interest and consider an organization's needs. Besides, transformational leadership may result in innovation and performance, affecting both goal achievement and culture development. Quality leaders raise employee’s awareness concerning the importance of organizational values and functions, building confidence among employees and pride in the organization. However, transformational leaders remind employees about their work and connect them with the corporate target. Innovative leaders are highly inter-linked but operationally separate from the organization's execution elements, giving relevant strategic planning resources. They must point out competitive surroundings and the challenges facing customers and elaborate a standout solution. Transformational leadership is endowed with general knowledge and virtual links within an organization.
Transformational leadership styles motivate subordinates to oversee beyond required expectations and innovation acceptance through enthusiasm and openness development. A positive leader is related to positive attitudes towards the achievements of goals. They have a complete understanding of what goals are of more value to the organization. Followers who believe in the kind of leadership tend to view the organization's aims as their own. Behaviors from transformational leadership may be productive for raising the goal rating of followers. Making work more meaningful to employees impact their job outcomes. The influence of leadership is more important in criminal justice organizations. It develops and inspires workers enabling leaders to establish an efficient communication channel. Integrated administration has a positive significance on organization performance; therefore, it should be distributed throughout the organization hierarchy.
Problem statement
Based on policing's job definition, whether control over criminal justice officers exists is controversial; however, violation of integrity like corruption is more complicated in criminal justice organizations such as police organizations. Since police officers are more likely to be on the field than in the office settings and have significant autonomy, and are more attached to their job, it becomes difficult for supervisors to monitor their work. Although police officers can act descriptively do not directly allow them to involve in unethical conduct, it only gives s them an opportunity to perform unethically. Therefore, in criminal justice organizations. Rather than sanctions, regulations, and rules, ethical leadership and transformational leadership have been accepted as more powerful and practical tools to achieve a set of organizational goals.
Naturally, criminal justice organizations are more vulnerable to various opportunities that may lead them to violate integrity. As noted, before, ethical leadership can block these integrity violation opportunities and enables criminal ...
