Instructions LOGIC MODEL Objective: Critically analyze research, including policy and program evaluation research Program Outcome: Develop in our students the ability to form critical judgments that support democratic values. Core Competency: To analyze, synthesize, think critically, solve problems and make decisions. A logic model is a good tool to provide a conceptual view of a program to a decision maker. It provides a picture of what the program will need in resources, activities, the outputs and long-term impact. Keep in mind the logic model considers what a program will accomplish, the program logic, and how it will be accomplished. For the assignment, the goal is to construct a logic model for a program - a program that you know, from your research, the UIU mission with the MPA as the program, or one of the program reviews from the readings (look ahead in the readings if you desire). Use the format found in chapter 5 of the text (Figure 5.2, Sample Logic Model). Make sure to include assumptions and external factors. For additional help, review the Logic Models at http://fyi(dot)uwex(dot)edu/programdevelopment/logic-models/. See NASPAA for an example of a logic model for a policy think tank. NOTE: It is not common for a logic model be posted to an organization web page so this is helpful so you all can see that they are in fact used. Assignment 2.1 Guidance Write a memo addressed to me that describes a program that you are familiar with. In addition to the proper heading segment, the memo will include these sections: Executive Summary (three sentences): Sentence 1 will describe the purpose of a logic model. Sentence 2 will describe the logic model for your program. Sentence 3 will explain how the program advances the organization’s mission. Organization description (one paragraph): Provide the exact quote (with proper citation) for the organization’s mission. Briefly describe the organization. Explain what the organization does to carry out its mission. Royse, Thyer, and Padgett address mission statements, goals, and objectives in Chapter 5. Program description (one paragraph): Provide an overview of the program focusing on a single outcome. Identify the specific passage in the mission statement and explain how it provides justification for the program. Program goal: Given the mission statement and purpose of the program, create a program goal. Reference pages 139-140 in Royse et al. for an explanation of a program goal. The program goal will become the outcome in your logic model. Briefly describe the program goal and a corresponding long-term outcome. Explain how the goal is linked to the organization’s mission. Example: Mission: To provide quality day care to help families become economically self-sufficient. Outcome goal: Licensed day care facilities accessible to all families living in the city. Explanation: The goal of having accessible licensed day care facilities can be linked directly to the “provide quality day care” phrase in the mission statement. Program Objective: Create a SMART objective that will help the organization achieve the goal. Explain how the objective is specific, measurable, attainable, relevant, and time bound. The objective will be translated into an output in the logic model. Reference page 140 in Royse et al. for an explanation of a program objective. Explain how the SMART objective is consistent with the program goal. Logic Model (Use the format found in chapter 5 of the text - Figure 5.2, Sample Logic Model): A program activity is the process of converting organizational inputs into desired program outputs which in turn should lead to desired program outcome. Limit your analysis to the single most important activity. Describe the activity and required inputs. Explain how the activity will help the organization achieve the program objective and program goal. Be sure to identify and describe the two most important assumptions and two most important external factors. The assumptions are those things that you believe to be true but do not actually have any empirical evidence to prove they are true. External factors are those things that could happen that would directly impact the program. Explain why you think they are the most important things to consider. Example of an Assumption for a program designed to reduce work-related injuries at a construction site: The owners of the company are committed to keeping workers safe. Example of an External factor for the program designed to reduce work-related injuries at a construction site: A severe economic recession in the construction industry means most businesses have no financial resources to invest in new safety protocols. The explanation in this section needs to be supported with a logic model included in the appendix.
