Legislators rather than medical experts make healthcare policies through the government's three arms: the judiciary, legislature, and executive. In the state, policymaking happens on two levels, microsystems and mesosystems. At the federal level, it happens at the macrosystems. Microsystems include local clinics and hospitals that create policies for specific use. The policy committee mainly steers the force in these micro-level systems and often includes medical personnel and facility administrators (Pino, 2021). Healthcare safety rules are developed to comply with federal, state, and local requirements and address patient wellbeing and employee safety.
Policies in mesosystems operate simultaneously at the regional and state levels. Every state has its own specific healthcare regulatory agency that follows various regulations set by legislators. An example of a state-specific policy includes policies that guide the reporting of diseases. Lastly, at the macrosystems, the legislative division comprising state representatives and senators formulate policies, while the executive division, which comprises the head of state, disapproves or supports the policy. The judicial division is mainly tasked with interpreting the policy.
Question Two
The chosen bill is the Affordable Care Act, brought forth by President Barack Obama back in 2010. The act aimed at providing affordable healthcare access to every American. In addition, Obamacare was brought forth to protect individuals from practices by insurance companies that may either limit care or increase healthcare expenditure (Rice, 2018). Thus, this act has provided health insurance coverage to many homeless, jobless, and disabled individuals who previously had little or no access to quality healthcare.
