They share a common goal: to get rid of Penelope’s suitors since Odysseus has been gone for almost twenty years. The suitors’ motives are mostly not pure, and they do not even love Penelope; they only want to court her for the kingdom and power. Penelope devises a plan to delay her suitors, giving her time to consider her options and wait for Odysseus.
