Directions: Choose a prominent national or regional incident of workplace or school violence (WPV/SV). After reviewing this act of violence, address the following:
Provide an introductory paragraph describing the incident to provide appropriate context to the scenario you have chosen.
Based on what you have learned to date in this class through your reading assignments and discussions, along with the supplemental research you conducted for this project, discuss the potential role that private security operatives would have played (or did play) in this incident given their various duties and responsibilities to prevent and respond to such occurrences and how this differs from the role of public security.
Identify and discuss any telltale signs observed prior to the incident occurring. Also, given that offenders who commit acts of violence in this manner often display inappropriate behaviors and/or engage in bizarre communications prior to an incident, using and documenting authoritative sources, examine the possible “warning signs” that should be considered by a security director and all employees, students, and others on site when attempting to anticipate and prevent WPV/SV events.
Discuss the specific measures that were put in place post incident in terms of physical asset protection. On April 16, 2007, Virginia Tech University in Blacksburg, Virginia, experienced the deadliest school shooting in U.S. history. A 23-year-old student, Seung-Hui Cho, embarked on a spree that resulted in 32 fatalities and 17 injuries before he took his own life (Friedman, 2009). At the time, it was the deadliest mass shooting by a single gunman in U.S. history and had a profound impact on discussions surrounding school security, mental health, and the roles of various security entities (Kaminski, 2010). The tragedy not only shocked the nation but also prompted a re-evaluation of campus safety protocols and the roles of both private and public security forces in preventing and responding to such incidents. An insightful analysis of the Virginia Tech University demonstrates the key security parameters, their strengths, and their weaknesses that could give an insight into what changes to make for a better protection of the lives in such institutions.
Role of Private Security Operatives
Virginia Tech had a campus police force, but did not have a dedicated private security operation in place at the time of the shootings. The initial reaction was, hence, only dependent on public security authorities (Friedman, 2009). Yet in the fallout, the responsibility of private security officers for the protection of campuses rose to the fore. The role of private security personnel in preventing and responding to workplace and school violence can be vital. They typically monitor security systems, make patrols, and act as a visible deterrent to unwanted activity. Had private security been guarding Virginia Tech, they may have been able to detect the signs of troubled behavior slightly earlier and have been able to respond faster (Kaminski, 2010). Campus police and local law enforcement, which generally have a wider jurisdiction and more training for violent situations, fall under the category of public safety forces. They have a very important function in the immediate response to active threats, such as containment and neutralization. The combination of private security with public security can make a layered defense system and provide better overall campus security.
Warning Signs and Behavioral Indicators
There premonitions of the Virginia Tech massacre, signs that, taken more seriously, could have averted the tragedy. Cho showed stalker-like behavior towards female students and sent harassing messages to them, which were reported to university officials (Friedman, 2009). He also wrote about violence and had been previously assessed for mental health problems. It is important to learn to recognize these warning signs to prevent workplace and school violence. Indeed, the Kupchik (2016) asserts that the majority of school shooters have exhibited signs of concern in the days before the event, from making threats to having an obsession with guns to a history of being bullied. The risk of escalation can be minimized with early intervention and threat assessment. Both security chiefs and campus staff should be educated to recognize these behaviors and know the value of early intervention and reporting. Also, forming a threat assessment team, as Virginia Tech did post-incident, offers an organized process for assessing and responding to threats.
