Although the United States government uses various definitions in defining terrorism, one of the most common refers to terrorism, its nature as a premeditated attack to pursue a political goal. According to Pillar, this definition has five main elements, namely; (1) premeditation, (2) political motivation, (3) noncombatants targeting, and (4) commission by clandestine agents or sub-national groups.
The first element refers to terrorism as a method that is planned for a significant duration of time. According to Pillar, this act is not done on a whim or over a short period.
