Presently, the House of Representatives is split 220-211 between the parties (with 5 vacant seats). The Senate is similarly split 50-50. You have just been hired as a well-paid and opportunistic political consultant for the party of your choice.

Your first assignment is to write a (5-7 page) paper in which you identify, and develop a strategy to win, a competitive state or district in 2022. The choice of race is REPUBLICAN

Your analysis will make a case for why the party should invest in the race, provide the party the information necessary to evaluate their probability for success, and to determine whether they should fund your effort.

Explain why the race is competitive. You should provide relevant background about the state or district, especially what local, national, economic, demographic, and partisan factors make it competitive. Then present a strategy for winning the race using the materials and concepts you have learned in class. Will issue positions matter? Why or why not? If so, identify on which issue positions the incumbent or opponent may be out of touch. Specifically, you should identify the political coalition of groups you intend to assemble and mobilize and outline how you will appeal to them.

Background
Alabama, one of the 50 states in the U.S., is situated between Georgia and Mississippi in the southeast. A small portion of Alabama's southwest territory extends into the Gulf of Mexico, and it borders Florida in the south and Tennessee in the north at the 35th parallel north (History.com Editors, 2009). Native Americans have been residing along the rivers in Alabama for thousands of years. Spanish explorers from the middle of the 16th century were the first Europeans to travel there. French colonists arrived 150 years later, founding the nation's first European settlement in Old Mobile. After joining Britain in 1763, the U.S. annexed the area in 1783. Alabama joined the Union as the 22nd state on December 14, 1819.
Alabama has 4.9 million residents (as of 2019 estimates); Montgomery, the state capital and largest city, is followed by Birmingham, an industrialized city. The number of registered voters as of 2022 was 3,647,310 (Elections Data Downloads, n.d.). Other significant towns include Tuscaloosa, the state capital of Alabama, from 1826 to 1846. Huntsville, the largest city in Alabama by land area, and Mobile, an important port and the oldest city in the Cotton State. White people make up 65% of the population of Alabama, followed by African Americans (27%), Hispanics or Latinos (4.6%), and Asians (1.5%) (U.S. Census Bureau Quickfacts: Alabama, n.d.). Birmingham has a population of 209,000, while Montgomery has 226,000 people. Mobile has a population of 189,000, Tuscaloosa has a population of 189,000, and Huntsville has a population of 199,000.
Other towns and cities in Alabama include Andalusia, Anniston, Alexander City, Athens, Auburn, Atmore, Brewton, Bay Minette, Bessemer, Butler, Centreville, Camden, Chickasaw, Clanton, Daphne, Cullman, Decatur, Dothan, Elba, Demopolis, Enterprise, Evergreen, Gulf Shores, Fairfield, Fayette, Eufaula, Florence, Fort Payne, Gadsden, Guntersville, Madison, Marion, Opelika, Ozark, Opp, Phenix City, Prichard, Prattville, Scottsboro, Sylacauga, Selma, Talladega, Thomasville, Troy, Tuscaloosa, and Union Springs, etc.
In 2020, the highest level of education held by approximately 989,754 Alabamans aged 25 and older was a high school diploma or equivalence. Furthermore, the highest level of education for about 753,150 people was some college but no degree. Alabama's GDP increased by 0.9% from 2021 to 2022, totaling $206.9 billion. The GDP of Alabama increased at a yearly rate of 1.0% from 2012 to 2022. Moreover, Alabama is ranked 36th out of the 50 U.S. states in terms of GDP growth during the previous five years (IBISWorld - Industry Market Research, Reports, and Statistics, n.d.). A state's production, or the total value contributed by all industries inside the state, is measured by its GDP, or gross state product. It is a typical indicator used to monitor a state's economic health.
Democrats have not made a strong effort to capture the state since 1980, while Republicans have continuously received support. Republicans have held the majority of the state's congressional delegation and both Senate seats since 1997; they have repeatedly outperformed the Democratic Party in elections for the House and Senate. Republicans now have control of all ten state constitutional positions after Democrats lost their sole statewide post in 2012. Additionally, the GOP has taken 19 of the state's judicial seats. After 136 years of Democratic dominance, Republicans took control of both houses of the Alabama Legislature in 2010.
Strategy
We will arm ourselves with the knowledge and skills necessary to complete every event to give ourselves the best chance of success at the election outset. Elections are similar to the Olympics in that there is only one winner in many contests, but just finishing may be a victory in and of itself.
The journey to the White House or Congress is long and costly. Being a candidate does not start the election process. Candidates who win elections must persuade people that they deserve their support and the necessary Electoral College votes. The main goal of every political campaign is to convince the public. Advertisements, theme music, campaign speeches, and even negative campaigning have existed since the formation of our country. Since then, every technological development has given politicians new tools for swaying electors.
The first strategy is rather obvious and is pegged to the vote goal. The vote total will help us win the political election, even though the vote target may appear straightforward. Everyone on the team will start by determining how many votes we need to receive to win this election. Because other candidates are running for office, we must consider that and be aware that our target may be less than 50% of the vote.
Politics has always been more about personalities than policies. Our candidate needs to be trained to overcome her fear, stand up, and introduce themselves to the electorate. While ensuring that the candidate stays true to himself, we will incorporate his political messaging into our political campaign strategy. Through community engagement, we will also speak to our voters and their concerns and evaluate how it fits into our campaign approach. We know that many voters will only be interested in voting if they are invested in the character of our candidate. We will make the electorate feel connected with our representative. When it comes to our get-out-the-vote strategy and convincing the electorate that our candidate is the best choice, the fusion of political messaging and personality is crucial.
