Proposal (5006) week 7 Student’s Name Institution Affiliation Course Name & Code Instructor’s Name Date Proposal (5006) week 7 Introduction Since the issue of drug abuse has been on the rise over the years, the U.S. government has employed a policy to fight crack and powder cocaine abuse. Even though the U.S. government employed this policy to reduce drug abuse, it has caused racial inequality. For example, since the African American population is the significant population that uses crack, they face more severe punishment as compared to the whites who abuse powder cocaine despite the two drugs having the same ingredient. This case has been evident since most African Americans face longer sentences than their white counterparts. Moreover, media that focus more on African-American drug-related activities have made the justice system, and the general public have a negative perception of the African Americans who abuse these drugs. There have also been other cases of bias in the administration of justice, which has increased the racism cases. Plan for Addressing Discrimination Since the current approach is causing discrimination, it is essential to employ measures to address this discrimination. One of the measures would be to use an approach where the charges for crack and cocaine powder will be the same since crack is a smokable cocaine (Gylys, 2023). This process would help to reduce the discrimination among African Americans, making the ratio between African Americans and Whites to be 1:1. The other approach could be to employ fair charges for the abuse of drugs. This process would help to stabilize the African American communities’ economy. Having fair charges would help to improve trust among African Americans in the justice system, where they would start viewing it as anti-racist and oppression-free. Implementation Steps, Budget, and Funding Sources Even though harmonizing the charges for both cracks and powder cocaine would have an outstanding impact on reducing racism and improving social justice, it is not an easy step to make. For example, since the current ratio is 18:1, it can be hard to balance this ratio (Wingfield, 2022). The first step that could help to harmonize these charges is to have staff who would put the charges for different amounts of crack and powder cocaine. After setting up the price, they should ensure that the charges of the same amount of cracks and cocaine powders would be the same, treating both the African Americans and the Whites the same. The other step would be to ensure that the media covers both abuse of cracks and cocaine powders, which will avoid the enormous emphasis only on the cracks, which creates a negative perception. Furthermore, there should be staff to address the issues of unfair treatment in the administration of justice by all the people who abuse drugs. Since the process requires qualified staff, it will cost approximately $ 540,000 annually. $220,000 will be for the staff who would be setting up the charges for cracks and cocaine powders to ensure that they are similar. On the other hand, we will use $140,000 to pay staff, who will ensure that the media is not biased in covering the abuse of crack and powder cocaine. There should also be $180,000 for the staff who would be collecting the individual grievances of those who have been unfairly treated and helping them with the necessary measures t...
