The essential functions of the continuity of operations (COOP) are the MEFs, PMEFs, and the NEFs. The National Essential Functions (NEFs) refers to eight functions that guide the president and the nation’s leadership to make decisions during catastrophic emergencies aimed at leading and sustaining the Nation (FEMA, 2013). On the other hand, the Mission Essential Functions (MEFs) focuses on the government functions at the agency level that require restoration after the disruption of normal activities (FEMA, 2013). The Primary Mission Essential Functions (PMEFs) also deals with the agency functions like MEFs, but focuses on essential functions that support the NEFs, before, during and even after emergencies (Oliver, 2010). At the federal executive level, the main goal is continuation of NEFs, and the nonfederal entities help to identify the MEFs and PMEFs (Fagel, 2011).
