"What were John Howard\'s four principles for a penitentiary system?"
The principles of the Penitentiary system of correctional centers were developed after John Howard visited several correctional centers in the United States. The conditions of the prisons were shocking particularly when he observed that many prisoners remained in the custody even after being set free due to lack of discharge fees (Allen, et al, 2009. The jailers in these prisons also had no salaries and depended on the fee that the prisoners gave them.
This led to the draft of the “Penitentiary Act’ with four major principles. The first principle was based on security and cleanliness in the prisons. This was after observing that the prisons were so dirty and ridden with different diseases. All prisoners were to have a healthy diet, good hygiene and provided with uniforms (Allen, et al, 2009).
