Introduction
The non-clinical issues controlling during the crisis and normal operations are the critical security plan for any country. The control is much more difficult to handle during the crisis period. Mass Casualties occurred significantly after the COVID-19 pandemic spread in Georgia and worldwide (El Sayed, Chami & Hitti, 2018). The proper crowd control in the crisis is necessary to understand what population is being controlled and what necessary goals must be achieved in controlling any situation. The report covers the security, government relations, and philanthropic issues to mass casualty incidents. Further, the paper addresses the security concerns of MCIs, why governments and external relations are necessary, and what philanthropic issues could occur due to MCIs.
Security Issues in Mass Causalities
Security, in general, requires adequate planning and controlling under the supervision is relevant personnel. Hospitals are the focal point to dealing with emergencies, unlike commercial and corporate properties. During a crisis, there is a need to provide security to protect people, and an effective security plan is beneficial to protect people and execute plans as effectively as possible (Ashkenazi, Montán, & Lennquist, 2020). Hospital preparedness is based on the additional work and workforce to evacuate the situation. The security of a region relies on utilizing all personnel to detect suspicious and dangerous activities and not only on the law enforcement team. All personnel must be familiar with the relevant security plan and actions in emergencies. A security plan creation is based on the control access to the site, reducing the recruit of essential personnel and improving efficiency (Goniewicz, Burkle & Khorram-Manesh, 2020). For example, in Georgia, during the COVID- 19 pandemic, there is no need to have personnel with no job, and a team is arranged to deal with the incident.
Another significant issue is crowd control, where the relatives and immediate families rush to the hospital to see their dear ones. There is a need to have a great deal of planning and controlling. There is a need to keep people in the hospital and process patients as quickly as possible to meet their emergency needs in such incident scenes (Kuza & McIsaac, 2018). The family reunion and accountability are possible at a designated rally point. For example, during the hurricanes, the Georgian government has set different sites; however, it was difficult to detect who was at each camp. It has created substantial significant issues when families search for their loved ones.
Government Relations in Mass Causalities
The government support at all levels is evident as it has the significant responsibility to divide available resources to support areas under mass casualty. Government financial support is crucial during pre-disaster appeals and post-disaster appeals. While looking at MCIs like the Georgian COVID-19 pandemic spread, the complexity and resource requirements cannot meet without external and government support (Ashkenazi et al., 2020). More time and energy are required to expand the relationships with government officials and support the community in a time of need. Establishing operating procedures and joint efforts are crucial to improving the response capabilities.
