You have just been hired as a new Vice President of quality and safety for a full-service 600-bed government healthcare organization. Within your first month on the job, the national security threat level has been raised to Imminent, which means there is a credible, specific, and impending terrorist threat against the United States, and your facility may be directly impacted. The Chief Executive Officer has requested an immediate six to eight-page report of your proposal for handling such a situation.

Note: You may create and /or make all necessary assumptions needed for the completion of this assignment.

Write a 5-8 page paper in which you:

1.Examine the existing procedures related to at least four (4) of the ten (10) essential public health services. Focus on the principal effects that these procedures will have on your hospital during the emergency.

2.Specify the importance of continuing to evaluate patients, as stipulated by the Emergency Medical Treatment and Active Labor Act (EMTALA), during the emergency.

3.Detail three (3) measures that you would use in order to maintain the electronic medical record system during the emergency.

4.Defend your position on the decision to accept health insurance during the emergency as a potential source of income for the facility. Provide support with at least three (3) examples that illustrate your position.

5.Analyze the extent to which this emergency might affect the quality of care provided to the patients and the unimpeded operation of the organization.

6.Use at least three (3) quality references. Note: Wikipedia and other Websites do not qualify as academic resources.

Title Student’s Name Institutional Affiliation Public health preparedness is a method by the government of the USA to cater for emergency response and involves protecting the public from emerging factors that might affect its health negatively. These emerging issues can be in the form of a disaster, terrorist attack or an outbreak of an infectious disease. As the new leader responsible for quality accompanied with safety for government health care, one must have strategic plans and policies put down under the standards of the Center for Disease Control and Prevention ( CDC)’ to respond to public health preparedness. Therefore, it is vital to confirm public health preparedness has adequate measures to guide the health institution to prevent predicted disasters such as terrorist attacks, and protection of the public. In case of a terrorist attack to the hospital, a good leader should provide for a faster response to the disaster and ensure the patients and the public recover successfully within a shorter period. To achieve this, one needs to consider ten essential public health services that already exist. The existing ten essential public health services are crucial since they have policies that guide health institutions and create public awareness through mobilization of other related partners to help solve health-related issues. A good leader should implement and monitor these essential public health services emphasizing on the ones that relate to the situation and focus on the prevention of terrorist and the effects that the hospital can face during the emergency. Out of these essential public health services, these are the four most relevant public health services will handle the situation in case of a terror attack. Firstly, it is best to ‘inform, educate, and empower people about health issues’ (Hoss, Menon & Corso, 2016). Prevention should be created to the public and ensure every person is aware of the impending terror attack (Eisenstein, Finnegan, & Curran, 2014). Education is a valuable tool; it teaches and equips the public how to deal with terror attacks and informs the public on how to detect a possible terrorist. Moreover, Public should be aware of the channels of communication in case of attack and be ready for attacks and how to quickly respond to such situations. For example, lying down on the floor or finding a safe place to hide. Secondly, ‘evaluate effectiveness, accessibility, and quality of personal and population-based health services’ (Hoss, Menon & Corso, 2016). At this point, assessment is an essential tool to measure public health preparedness. Surveys like open-ended questionnaires can produce good results on public education and awareness on how to handle terror attacks. Statistics data should be able to let the leader aware of the depth of sensitization, and public preparedness. The knowledge will give information about how accessible are medical equipment, medical personnel, adequate finances and resources for the terror attack. Encourage free education and training to the clinics on handling emergency cases. Additionally, a crisis environment also calls for urgent assistance from other people beyond the medical fraternity. Therefore, the third is, ‘mobilize community partnerships to identify and solve health problems’ (Hoss, Menon & Corso, 2016). Mobilization mainly involves the willingness of the public to come out in case of attack. Here, community members are requested to register as volunteer personnel since victims require of such an attack require urgent attendance and a large pull of human capital is required to help in saving the victims and rescuing processes. A good leader should advocate for collaboration with another partner to offer financial, emotional and physical support. Non-governmental organizations, the private sector come in handy in providing for personnel, medical assistance and equipment’s, financial assistance in the situation. A leader should be able to create and maintain a good relationship with this private sector and Non-governmental organizations. Safety is paramount even in the medical environment. Further, laws must be in place to govern and protect both the medical fraternity, victims as well as the volunteers. Hence lastly, ‘enforce laws and regulations that protect the health and the environment, and ensure safety’ (Hoss, Menon & Corso, 2016).
