According to the bow-tie diagram, escalation may be the main reason the proposed measures and recovery strategies are ineffective in mitigating extreme heat events in Western Sydney. For urbanization and green loss, barriers like urban forestry and green space programs are prone to escalation factors, such as poor vegetation maintenance and the invasion of alien species. For Limited Coastal Airflow, barriers like water features and air corridors suffer from overcrowding and overdevelopment pressures. If development invades designated corridors for airflow, natural cooling will be curtailed, and the urban temperature will increase (Hill, 2015). Increasing the number of people in water-cooled public facilities can lead to shortages and reduce their usage. In the case of Health Risks, recovery strategies such as health advisories and cooling stations could be affected by the shortage of medical resources during peak heat events. The unavailability of medical support will increase the risk to the vulnerable, especially those in overloaded cooling stations (Khatri et al., 2023). For infrastructure damage, heat-resistant materials and backup power systems will experience escalation due to limited maintenance and funding constraints, which can weaken resilience and cause greater wear and failure under extreme conditions. Every escalation element herein reflects on the proper allocation of resources and the adaptable approach to preventing the loss of efficiency of these barriers and recovery strategies.
Risk Identification for Barriers Against Extreme Heat in Western Sydney
This section presents two Risk Breakdown Structures (RBS) relating to barriers to the intensifying risks from the extreme heat associated with urbanization in Western Sydney. Barrier selection includes an urban greening program and an infrastructure resilience initiative to reduce heat by expanding green space and increasing the infrastructure's cooling capacity. The framework of the RBS thus proposes a hierarchical list of risks that might impact the project's success at each level.
Barrier 1: Urban Greening and Forestry Programs
Greening and forestry in urban areas are important for fighting urban heat by planting vegetation that cools the surface temperature, provides additional shade, and improves air quality. This proposed program is consistent with WSROC's Turn Down the Heat strategy of putting green spaces within all urban areas. This barrier categorizes potential risks of potential risks across three levels as per the RBS. The first risk, land availability, is high in high-density areas where it may be challenging to find space for greening (WSROC, 2021). In addition, soil quality problems could reduce the vegetative function of plant growth to shade and cooling beneficial. Invasion of exotic species is another key factor contributing to the loss of green space and accomplishment of its responsibility, which becomes ongoing monitoring and control. However, in some areas, pollution can also stunt vegetation health, reducing the ability of green spaces to absorb pollution and lowering ambient temperatures.
