Overview
The milestone assignments in this course directly support your success in completing your final project. In this first milestone, you will select a topic for your public policy analysis paper and gather supporting research materials.
Your policy should adhere to the following guidelines:
Select a policy that is of interest to you. You will gain the most benefit from this activity if you select a policy that you feel passionate about. You will need to articulate why this issue is of interest to you.
It is preferred (but not required) that you select a local policy in your area.
The policy you select can be at federal, state, or local levels and must have implications for at least two levels or agencies of government.
The policy you select can be currently in process or one that has already been resolved or implemented.
There are several real-world examples of intergovernmental initiatives discussed throughout this course that may be helpful to review as you select a policy (for example, climate change, fracking, housing, economic development, wage policies, and local hiring).
Directions
Select a policy that addresses the guidelines listed above and identify six to eight current, professional, and scholarly sources related to your policy. Develop a short paper answering the prompt below.
Specifically, you must address the following rubric criteria:
Summary: Based on your identified sources, draft a summary of your policy, including the following:
Describe the issue or problem that precipitated the formation of the policy.
Explain why the issue or policy is of interest to you.
Justify how the policy reflects intergovernmental relations between at least two levels or agencies of government.
Sources: Collect six to eight relevant sources related to your area of interest. See the Module One resources for research support and suggestions.
Citation: Identify resources that are current, professional, and scholarly (avoiding wikis, encyclopedias, and other non-scholarly sources). Include a hyperlink with each citation.
Description: Summarize the content of each resource, including how it is relevant to your selected policy.
What to Submit
Your policy selection short paper should be a 1- to 2-page Word document with 12-point Times New Roman font, double spacing, and one-inch margins. Sources should be cited according to APA style.

Summary of the Policy
Over the last decade, climate change has received global attention as a significant issue facing humanity, leading to various policies and projects to mitigate wide-ranging effects (Sharma & Sharma, 2023). Bergquist et al. (2020) explain that the attention is attributable to the overwhelming scientific data and evidence linking human activities to climate change and its global impact. As Betsill and Bulkeley (2021) point out, scientists have identified and linked global warming, rising sea levels, and other extreme weather events that are wreaking havoc and posing severe threats to ecosystems, human health, and economic stability, linking them to human activities and greenhouse gas emissions.
The issue of climate change is particularly of interest to me owing to the grave and severe threats it poses to our planet's sustainability and my realization of the role we play as humans in contributing to the problem and our role in alleviating the impacts of climate change raised by stakeholders. The impact of climate change knows no boundaries, and it takes a concerted effort to effectively cope with its diversified challenges (Bergquist et al., 2020; Sharma & Sharma, 2023). There is an urgent need for the government to act to ensure our planet's long-term survival.
It is necessary to approach the fight against climate change on a united front. The intricacies of public policy on climate change demonstrate the importance of combined efforts across the various government levels. Different arms of government have distinct and interconnected roles in the fight against climate change. For instance, the U.S. Environmental Protection Agency (EPA) and the Department of Energy (DOE) play critical roles in developing federal plans to decrease carbon and other greenhouse emissions while promoting renewable energy.
In the same vein, some local governments are implementing programs and initiatives to complement those at the national level (Betsill & Bulkeley, 2021). A case in point is the state of California's Cap-and-Trade Program. The cap-and-trade program has had an incredible impact, garnered appreciation, and has been adopted as a benchmark for other state programs in an attempt to decrease their carbon emissions footprint (Lessmann & Kramer, 2024). Different states have also identified a niche in the fight with New York and Hawaii, embarking on ambitious goals of adopting renewable energy sources in their territories.
The local governments are also not left out in this noble endeavor; they pass by-laws such as zoning codes, the use of green power to be energy efficient and sustainable transport systems so as to help minimize their inputs into climate change (Bromley-Trujillo & Holman, 2020). Nonetheless, given the degree of cooperation and duplication among various intergovernmental agencies in combatting climate change, there should be effective policymaking collaboration between different tiers of government toward achieving lower carbon footprints (Shi & Moser, 2021).
