When companies, citizen groups, or individuals are involved in negotiations with government entities, multiple factors can impact the context of the situation. Types of authority can cause a power imbalance. The two parties to the conflict may also have different conflict styles. Cultural factors may impact communication during the negotiations. It is important to understand whether the parties come from cultures based upon individualism or collectivism. It is also important to consider whether the cultures are of high or low context. For this assignment, it is very helpful to consider Zartman’s five approaches to negotiation when preparing to work through a conflict, which are described in Chapter 5 of the textbook. It is also important to consider whether single issue non-numerical bargaining, multiple-issue negotiation, or win-win negotiation should be used.







For this assignment, you will assume the role of the mediator. In your paper,



Define the issue that is of great importance to the Mohawk and to the government of Quebec.

Discuss the history between the Mohawk people and the government bodies of Canada.

Evaluate whether the history between the two groups and their cultures impact more recent relationships.

Explain what information is needed for you to be able to successfully do your job as a mediator between the two groups.

Be sure to include any information regarding historical and present power imbalances and good faith bargaining.

Explain whether the conflict is resolvable or not, and why.

Explain your approach to either conflict management or conflict resolution with the two groups using the five negotiation strategies described by Zartman in Chapter 5 of the textbook.

Be sure to explain the reason for selecting the strategies you chose.

Introduction
Negotiation strategies can be used to resolve or manage conflicts between government entities and stakeholders such as communities, for example, the Mohawk indigenous group. In such a case, the negotiation process is highly dependent on the historical, power, and cultural aspects within the community. Assuming the role of a mediator, this paper provides strategies that can help resolve or manage the conflict between the people of Mohawk and the Quebec government. Mainly, the paper addresses the main issues by analyzing the history between the two groups. Also, the paper shall insight into how the historical and cultural factors have played a role in the conflict between the groups through researching the information needed for mediation. Lastly, the paper will assess if the conflict can be resolved through application of the Zartman’s negotiation approach.
Main Issues
One of the main issues for Mohawk is land locally named “the pines” which they believed was a traditional hunting and sacred burial ground after rejecting the decision from the provisional courts to have the land extended from a nine-hole golf course to an eighteen-hole course. The government of Quebec on the other hand the main issue of exerting authority over the people bringing up misunderstandings and disagreements among the people (McIntosh & Doerr, 2020). The police used a violent approach to resolve the conflict when they sent an army of military officers to attack the community and curb their resistance. Hence, the issues have had several court cases, negotiations, and conflicts.
Historical Context
The conflicts began when the Mohawk community resisted the court decision on the expansion of the golf course hole and condominium village close to Oka, Quebec by setting up a protest. The Mohawk activists urged the land to have a cemetery that was aboriginal and sacred to them thus resisting any developments in the area. Kanesatake, members of the Mohawk community made the resistance camps close to the golf course and blocked the roads thus the Quebec government sent a tactical armed team from the province referred to as SQ to attack the camps which led to the death of an SQ corporal during the fight. The SQ army created blockades and checkpoints while the Mohawk activists received support from other village members creating more tension and violence (LaPier, 2020). The Canadian armed forces were then engaged to conduct negotiations to end the blockades due to disrupted traffic that affected movement in and out of Montreal. The issue was discussed for a while through parliamentary debates from July 11th to September 26th during which the two groups engaged in violence that ended with a promise to the Mohawk that their concerns would be addressed.
Impact of the History and Culture on Recent Relationships
The current relationships between the Mohawk and the Quebec government have been intensely impacted by the historical context and culture. Promises have been made without fulfillment while losing possession of the land has made the Mohawk communities to have distrusted the government (McIntosh & Doerr, 2020). Negotiations have been difficult since in addition to the history, cultural disparities have hindered communication misunderstanding arises during such negotiations due to the collectiveness of Mohawk the individualism of the government, and a low-context culture.
