One notable emergency incident in the past 20 years is the Deepwater Horizon oil spillage. This incident occurred on April 20, 2010, when an explosion followed by a fire broke out on the Deepwater Horizon oil machinery in the Gulf of Mexico (United States Environmental Protection Agency, 2022). This disaster caused the deaths of 11 people and released millions of barrels of oil into the surrounding waters. However, response efforts were put in place to minimize the impacts of this tragedy. The following paper explores the application of the Incident Command System (ICS) and general management in response to the crisis.
The Incident Command System (ICS) was activated in response to the tragedy to manage the emergency response efforts. The ICS is a standardized approach to incident management that provides a flexible and scalable framework for coordinating response efforts (Parish, 2020). The ICS was utilized throughout the reaction to the Deepwater Horizon oil spill. The Unified Command, which included representatives from British Petroleum (BP), the central government, and state and domestic agencies, was established to oversee the response efforts. The Unified Command coordinated the response and ensured that all responders worked together effectively.
One of the significant challenges of the response to this incident was the complex nature of the incident. Another challenge was the underestimation of the magnitude of the damage by the emergency team. The Deepwater Horizon oil overflow incident involved multiple factors, such as the wellhead's depth, the oil reservoir's pressure, and the harsh and ever-changing weather conditions in the Gulf of Mexico (McKinney et al., 2021). As a result, the response efforts required high flexibility and adaptability. Lastly, the response team's underestimation of the incident was due to the inaccuracy of the BP and government agencies' information, suggesting a relatively minor oil leakage. However, as the response efforts continued, it became clear that there was a much more significant oil leakage than initially thought. These factors, among others, delayed the response efforts and made the overall response less effective.
Some recommendations for future incident responses include improved communication and collaboration between agencies, more extensive and frequent training for responders, and the development of contingency plans for responding to similar incidents.
