The selection of NCOs that are stationed at Panama is usually based on their skills and capacity to adapt to different situations. For example, NCOs are sometimes chosen for their ability to speak other languages, observe roles and responsibilities, and capacity to do other things that are outside of their own predefined responsibilities as long as it helps in the attainment of the goals of the United States. Accordingly, this capacity to become a ‘jack-of-all trades’ is one of the most important skills that an NCO should have. This is because it is in line with the various core competencies that NCOs should develop including (1) readiness, (2) leadership, (3) communications, and (4) program management, among others CITATION NCOnd \l 1033 (NCO Worldwide, n.d.).
First, when it comes to adaptability, it is clear that NCOs are adaptable to any situation. For example, some personnel reports would show that they have to learn new methods of repairing various equipment and machinery, and thereafter train the Panamanians on how to utilize them. Some of the vehicles that they use for operations (e.g., Jeep J8s) are different from those which were regularly used by the United States army, which is the reason why NCO officers dedicated significant time and effort in understanding its mechanisms in order to operate, maintain, and train others on how to use it.
Second, this capacity is also in line with the ability to undertake program and training management. Since NCOs would have to impart their knowledge to the users of the new equipment, they have to be able to create a systematic way on how to teach and reteach other operatives to use the new equipment in the future.
