Who are the customers within the municipal recycling supply chain?
The supply chain of the municipal recycling chain consists of diverse clients. The first client is the different municipalities seeking to protect the environment and are willing to pay the garbage collectors and the recyclers. The municipalities seek environmental goodness and hence divert waste from landfills to ensure it is used (Kramer, Leon, Willis & Silva, 2019). The other category of customers is the collectors, including the household garbage collector and the recycling collector. The household garbage collectors are responsible for getting waste from householders and businesses and taking it to disposal sites. The recycling collectors obtain the waste from different household garbage collectors and then take it for recycling. The last category is the recyclers, who have material recovery facilities (MRF). These take waste, recycle it and sell it to other companies that need recycled materials.
What are the key objectives of the municipal recycling process and how could they be measured?
Firstly, the municipal recycling process seeks to ensure ecologically sustainable development. The protection of the environment is critical, and it can be achieved from effective waste management measures. A reduction in the amount of waste produced indicates that the municipal is achieving this objective. Secondly, the municipal endeavors to increase products’ reuse and recycling rates. The municipalities are willing to pay recycling companies to ensure that less waste ends up in dumping sites. This can be measured by considering the percentage of recycled materials in relation to the total amount of waste collected. If the percentage of recycled products increases, then the municipality is making progress. This will also reflect the amount of waste that gets into the landfills. A smaller quantity indicates the effectiveness of the process.

Perry should focus his efforts on the process. He is concerned about the sustainability of the material recovery facility (MRF), especially because of the changes brought about by demand and increasing competition. Paper recyclers in China had issues with quality concerns, who were the MRF’s primary customers for fiber. Perry had observed that the process of collection and sorting was not adequately aligned to the value proposition of recycling. The suppliers can only deliver what the company orders.
