Assessed on the basis of four programs, the High/scope Perry Preschool Project in Michigan, done in 1962-1967, included 123 African American children aged 3-4 years, the Syracuse University Family Development Research Program 108 low-income African American families, the Yale Child Welfare Project conducted 1968-1970, 17 pregnant low income African American women participated , Houston Parent Child Development Center sought to promote social and intellectual competence to low income Mexican American families (Yoshikawa, 1995).These four programs which bore a positive effect offered both home visits and center based educational child care or preschool.
To assess the effect of programs, an effect size was calculated to compare results of the four programs in a common metric. In social science, an effect size of 0.2 is graded as small, 0.5 as moderate, and 0.8 or greater as large.
