Targeting certain populations to initiate change requires a public policy. Understandably, each domain in public space necessitates different policy interventions. Similarly, in healthcare, interventions – and policymaking – are just as different and might, under some circumstances, need certain policies and exclude many. Further, in health and elsewhere, policymaking should be informed by solid conceptual frameworks to ensure adopted policies have an enduring impact. There are several frameworks to use in health policymaking, including, as is well established in the literature, frameworks such as Advocacy Coalition Framework (ACF), Institutional Analysis and Development (IAD), Rational Choice Theory (RCT) Actor-Network Theory (ANT) and Diffusion of Innovations (DOI) (Clarke, Swinburn & Sacks, 2016). For current purposes, one of many frameworks is suggested for use in health policymaking: Diffusion of Innovation Theory (DOI).
