The Joint Strike Fighter (JSF) Program is a design and development initiative of the US Department of Defense (DoD) to create fifth-generation fighter jets and replace the wide range of existing fighter, strike, and ground attack aircraft. The program seeks to create a generation of fighter jets that combine the three capabilities into one aircraft, allowing them to be used by multiple branches of the US military and its NATO allies.
The process started with an acquisition strategy which included requirement definition, source selection, and contracting. The JSF Program’s acquisition strategy started with an exhaustive definition of requirements. The stage determined the specific capabilities, technological innovations, and performance characteristics that the new fighter jet needed to meet its effective operational needs. In particular, the fighter jet had to be stealthy, have advanced avionics, be able to undertake multiple roles, ability to reach new heights of lethality, but remain affordable. The requirements assisted in ensuring the aircraft was able to operate in a complex and rapidly evolving environment. After the definition of the requirements, the JSF Program proceeded to the source selection, which aimed to identify the contractor best suited to design, develop, and manufacture the new fighter jet. The main competitors were Lockheed Martin and Boeing. Eventually, while both Boeing and Lockheed Martin met or exceeded the requirements, Lockheed Martin’s X-35 was selected over Boeing’s X-32 in 2001, allowing the former to be awarded the contract (Hughes, 2015). Next, a contractual framework was established to guide the development and production of the F-35.
The management of the JSF Program is designed to oversee the complexity and ambitious processes. The project has an integrated master schedule (IMS) which includes all the critical milestones, work packages, and any other necessary activities for the completion of the program. The IMS allows the managers, stakeholders, and contractors to know the project timelines, design, testing, and phases of production, allowing them to remain up-to-date on every step of the project. The IMS allows the tracking of the progress of the program and enhances the coordination of activities across various teams, ensuring that they remain within the stipulated deadlines. Additionally, risk management is incorporated into the program.
