Strategic planning represents a fundamental management process that enables criminal justice organizations to define their direction, allocate resources effectively, and measure progress toward achieving their mission objectives. The creation of a comprehensive strategic plan offers police leaders a chance to influence change, track and measure the current programming, and offer a critical need to evaluate overall agency performance and results (Steffen, 2024). The foundation of strategic planning in criminal justice organizations is based on a holistic process of goal setting, environmental scanning, monitoring the results, and strategy development. The criminal justice system has its own set of issues, making strategic planning a valuable tool since these organizations exist in a complex environment subjected to political pressure, resource limits, and changing and diverse consumer sentiments.
