The core differences between capital and operating budgeting, on the one hand, and the operating budget, on the other, are that capital budgeting is entirely different, as it involves planning long-term investments and implementing infrastructural plans. Whereas an operating budget is focused on the daily, immediate costs incurred to maintain the operations of government operations, such as wage compensations, energy costs, consumable items, the issue of capital budgeting is focused on long-term investments in real, tangible assets that the government will utilize over a countless number of years. This provides such assets as public buildings, highways, transportation infrastructure, water, sewer systems, and technological updates (Lee et al., 2020). The significant difference here is the time and investment required for these expenses. The available operating budgets are usually prepared annually, and recurring revenues (income, property, or sales taxes) are used to finance them.
