Assignment: Legislation Grid and Testimony/Advocacy Statement
As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice.
Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

Nursing Home Reform Modernization Act of 2021
Bill number S.782
Introduction
Healthcare providers have a critical role to play in providing healthcare to a diverse population. While doing this, they have a responsibility to ensure that they are taken care of. Many nursing home and care facility members have recently died from the national pandemic, coronavirus (COVID-19). This tragedy has raised the urgent need for care facilities to enhance accountability in a subset of nursing homes that mostly fail to meet federal standards (Timmons et al., 2021). Although the need for authentic care facilities existed way before the pandemic, there has been consistent neglect and abuse in the facilities eligible for the federal watch list known as the Special Focus Facility (SFF) program. Therefore, this bill would extend the oversight to the SFF candidates that currently increase the educational support for the inadequate performing facilities and establish an advisory committee to inform the government and the health department on ranking the nursing homes' performance and quality improvements.
The legislation grid
The bill's legislative intent will focus on determining the bill's intention and the language used by the lawyers and court officials. The judges will look for the manuscripts available, drafts and committee notes related to the bill (Carlstedt & Jönson 2021). The court needs to understand why this bill is being tabled as a motion to debate. The court intends to examine the nursing homes condition and the purpose they serve to the
Public.
The bill's cosponsors will provide the legislative materials as evidence and assist in the legislative process.
Proponents of the bill are currently two senators, Bob Casey and Patrick J. Toomey. They have introduced the bill to intensify accountability among the country's substandard nursing homes. The pandemic has strengthened the urgency to improve the care quality in the subset of nursing homes that are subsequently underperforming (Cigler 2021). More than 500 homes countrywide have regularly failed to meet the federal requirements for safety and care. According to Casey and Toomey, the bill would expand the SFF program to accommodate all the facilities to receive added oversight and enforcement, along with technical assistance and educational programming. Senator Casey urges his colleagues to pass the bill immediately, as residents deserve a safe living place in long-term care facilities. The bill does not have opponents currently for its enactment.
The target population of the bill will consist of the workers, nursing home residents and their families. The residents who live for long in the care facilities deserve a decent place to live. The bill also seeks to improve the care for the patients in the homes.
The bill is currently on the hearing state; the statement has been read twice and referred to the US finance committee.
