The bill proposes to amend the Public Health Service Act (HSA) to enable training nurses’ access to various grants in support of their education. The bill also guides the Government Accountability Office (GAO) to reconsider the proposed initiative of student loan repayment for nurses. Moreover, the bill proposes a continuous assessment of initiatives put forward to enhance the nursing profession.

When enacted, the legislation would grant up to $116 million towards the initiative of repaying loans that were accrued during nursing training. The rest of the grant amounting to $134 million will be directed towards providing advanced nursing education grants and enabling the nursing workforce's diversification. The final area the legislation intents to foster is the quality and nursing workforce retention programs.

Proponents: House Nursing Caucus Co-Chairs, Representatives David Joyce (R-OH), and Tulsi Gabbard (D-HI) are the main sponsors of the bill. House nursing caucus vice Co-Chairs, Representatives Suzanne Bonamici (D-OR) and Rodney Davis (R-IL); and Representatives Doris Matsui (D-CA), Kathy Castor (D-FL), David McKinley (R-WV), and Lauren Underwood (D-IL) supported the Title VIII Nursing Workforce Re-Authorization Act of 2019 together with other twenty-three co-sponsors.


Opponents: Members on both sides of a bill concerning the Title VIII Nursing Workforce Re-Authorization Act of 2019 are working together to agree. There is also a bipartisan willingness to promote investments in the curriculum and practice of nursing.

Target Population

The target population is the training nurses accessing grants and the present nursing workforce to repay loans effectively. The current nursing workforce is the main target for quality development, diversification, and retention.

Status of the bill (Is it in hearings or committees?)

The bill is still in the introductory stage. It has not advanced to the senate, then pass through the house, and signed by the president to become law. The bill was referred to the Committee on Senate Health, Education, Labor, and Pensions on 5th September 2019.
