Many of these immigrants do not have private health insurance and thus rely on Medicaid. This has led to changes in the populations that health care organizations must serve.
Assume you are the administrator of a health care organization in a Texas city bordering Mexico that accepts Medicaid as a payor. Recent Medicaid policies and discounting have contributed to the organization’s failing bottom line. Many of your clients have recently immigrated to the United States and are on Medicaid.
You have been asked to prepare an executive summary to present to the board of directors detailing how Medicaid discounting causes hardships on your organization’s finances and the health populations you serve.

This executive summary provides insight into how Medicaid discounting has affected the organization's finances and the health population served. It details how Medicaid has affected the organization's ability to offer full services to the population of Texas and its environs. As a full-service hospital offering specialized treatment, surgical services, emergency care, and maternity care, the organization’s operation is significantly affected by Medicaid discounting. Medicaid has affected the organization’s capacity to meet its expected bottom line because of some of the cuts that it offers. For instance, Medicaid’s discounting model offers reimbursements to health facilities at relatively lower rates than the market value (Hsiang et al., 2019). Moreover, although the reimbursement rates are designed to control the program costs, they can indirectly result in limited access to care.
The Texas federal and state healthcare policies influence the consumers’ costs differently. For instance, through federal and state policies, Texas has introduced provider reimbursement rates for organizations, implemented prescription drug policies, and Medicaid cost-sharing initiatives. For instance, the provision of generic drugs in Medicaid organizations significantly reduces the cost of medication for consumers in the state (Bendicksen & Kesselheim, 2022). The costs of the generic drugs are slightly lower, although the therapeutic value is the same as brand-name drugs.
