Description: In this class we will explore models of the policy process. You will then select the model that you think best describes the policy development/path dependency of prison reform as described in The New Jim Crow: Mass Incarceration in the Age of Colorblindness. I expect that your paper will be 5 to 8 pages in length will customary formatting, i.e., double spaced, 11 or 12 point font with standard margins. In the first third of the paper, you will describe the policy model that you selected. In the second third, you will show the connection between the important details in the book and the model that you select. In the final third, you will pick a second policy model and briefly describe this model and tell me why you think it also might describe mass incarceration in the United States
First Third: 8 Points: You will pick a policy model from the four that I describe in the week four slides. You will tell me which model you believe best describes the progression of policy with prisons from the Alexander readings. You may start at any point in time. You will then describe in detail the theory that you selected. You may use my notes, the textbook or other independent sources. I will grade this section based on the quality of the writing, grammar/spelling and completeness. Please do not copy and paste what I have written.
Second Third: 8 Points: You will show me how the facts fit the model you selected. How did the issue progress in ways suggested by the model that you chose? Here you should think about your model and its features. If you picked punctuated equilibrium, you want to discuss outside interests and iron triangles/policy monopolies. If you pick advocacy coalitions, then you should talk about the coalitions in the political subsystem. What about a policy broker? If you select the streams model, you will need to discuss the policy streams and windows of opportunity. I will grade this section on a number of criteria: Were you persuasive? Do the facts fit the model that you selected? Did you clearly understand how the model worked? Were you able to use the terms discussed in class? I will also grade this on writing quality/grammar and completeness.
Final Third: 5 points: Here you will pick a second model that you think might also describe Mass Incarceration in the United States and then describe very briefly how the facts fit the model. I will grade this section on the criteria for the previous two sections.

First Policy Model: Three Stream Model
John Kingdon’s Three Stream Model best describes the policy development/path dependency of prison reform as described in The New Jim Crow: Mass Incarceration in the Age of Colorblindness. The “Three Stream” model is the best framework to utilize when investigating how issues work their way onto the political space. In the “Three Stream” model, unveiled in 1984, Kingdon defines the agenda as the list of issues which government officials and the people closely associated with them are paying serious attention to it. Kingdon (2012) demonstrates that the process follows three aspects: the problem, the policy and the politics. The three streams run independently from each other, and it is only when the three streams converge that it opens an opportunity for a particular issue. The window of opportunity is the moment a given initiative is likely to be acted upon and passed. The policy stream refers to the existence of a solution that is ready for adoption. The particular policy has been tested at both the state or local level and can be replicated. At this stage, policymakers focus on the content of ideas. Different arguments and evidences are presented in support of an idea to assist in decision making in the policy stream. The policy stream allows the generation of proposals in communities by various specialists. Due to the divergence of ideas, debate becomes the most effective was of coming up with a solution. The ideas need to meet a certain criterion to qualify for the next stage, where they demonstrate viability.
The second stream is the problem stream where there is a shift from a private issue to one government should be involved in addressing. The public considers an issue to be problem when their current state does not match the values and perceptions of their state they would want to be. Kingdon (2012) considers a problem to shift from a private issue to a public problem when an indicator demonstrates a change in the state of a system. For instance, a service may become too expensive for the private sector, necessitating the need to change it and make it affordable to do business. Such indicators are critical because they inform policymakers of the changes that are happening within an issue. When changes in an issue become too unbearable, the magnitude of the problem increases until it reaches a breaking point, necessitating government officials and the people around them to give it attention. Hence, some kind of force is needed to bring the indicator to the attention of the people in government. For instance, an indicator can be an event like a crisis or disaster which draws the attention of the government officials to the issues. If faulty building materials were to cause buildings to collapse, this would not only thrust the issue of bad building materials to the political agenda, but also propel it to the top.
