An RFP outlines a tremendous amount of information. It provides an organization's history, sets timetables for responses, offers general information regarding contacts, outlines steps for vendors' inquiries, deals with cost incurred by vendors answering proposals, sets guidelines for presentations and interviews, lays out the negotiation process, provides steps for awarding the contract, allows for postponement and cancellation, provides evaluation procedures, gives pricing statements of qualifications, etc.



You will prepare the following sections of the RFP:



Section I: History and Organizational Background

Section 2: Organization's Goals (related to this policy)

Section 3: Plan Specifications

Sections 4: Claims Administration



There is no page limit. As mentioned earlier these four sections are really the crucial components to the RFP. They should be well thought out and detailed. Each request must be spelled out completely. A good guess--if your RFP is complete, it should be about 5 to 6 pages.



The most important section is the Plan Specifications section. This section of the RFP (for dental) may include:

Diagnostic and Preventive Service–routine oral exams, prophylaxis, application of fluoride, etc.

Other dental: Restorations, oral surgery, periodontics, endodontics, general anesthesia.



Also very important is the Claims Administration section. Here the HR professional would outline the processes the organization will require in question form. You may ask such questions such as, What is your normal "in office turn around time for claims?" What are your steps for investigating a claim? Describes in progressive steps, the action you take for investigating a claim either regarding the charge level or necessity of treatment. Will you have dedicated staff working on our claims only?

Introduction
Dental health is a right of every human being. The treatment of dental ailments is expensive and overwhelming causing a majority of people to miss out on dental treatment because it is only a few who are able to afford to pay for the treatment from their pockets. Dental insurance is a cover provided for dental procedures that may be diagnostic, preventive or curative (Taylor & Maslove, 2009). Under this type of insurance, routine procedures include examinations, x-rays, filling of carious teeth, root canal and tooth extractions, and dentures.
Objective of the RFP
The objective of this RFP is to enter into a lasting agreement with qualified bidders in carrying out insurance benefit plans for the company’s employees. Successful bidders will work with the company for the next six years.
Greenland Inc.’s Goals Related to this Policy
* To avail appropriate emergency dental care services available for all employees
* To maintain a healthcare program that is in line with the company’s ethical standards
* To make employees aware of dental care plans available and inform them of their choices
Background to Greenland Inc.
Greenland Inc. is an international corporation with its headquarters in New Jersey. The company was started in 2008 as a local firm but has grown through mergers and acquisitions to become a global conglomerate. The corporation employs more than two hundred people to work in its production and distribution lines. In the past two years, the board of governance has discovered that the company is spending more than $200 annually on employees health. A significant portion goes to dental care services. This has made it necessary for the company to look for an insurer that will help provide insurance cover for its employees.
General Information for Bidders
This RFP gives interested bidders enough information for the preparation and submission of their proposal to the Greenland Inc. to provide dental insurance benefit plans and services to its employees. The RFP is issued for the Greenland Inc. and contains instructions on how to submit the proposals and other materials that will be included there in. It also outlines the requirements for eligibility, the criteria for evaluation and other requirements. The requirement is to provide dental insurance benefits for the corporation within the guidelines provided. Entering a contract with GreenLand Inc. will enable the corporation at its discretion to pursue negotiations with bidders who qualify, and are capable of delivering the services. The corporation may reject any proposals received or to negotiate separately with competing bidders. Any sub-contractors must be clearly identified in the proposal.
Once contracted, using subcontractors which were not previously identified in the proposal shall require approval in advance in writing from the Corporation. The corporation will not be liable for the costs incurred in preparation and submission of bidders’ proposal.
Written questions seeking clarity on any points in the RFP will be accepted. They will be answered as an addendum and become part of this RFP. Addenda will be published under the original RFP document incases of any changes.
A RFP can be revised ten days before its submission date, which will cause the due date to be extended for another 10 days. It is the responsibility of the bidder to monitor addenda to ensure compliance with any published changes. All proposals will be delivered to the Corporation’s Procurement Department, on or before Monday, March 5th, 2019 at 12:00 p.m. local time.
Mailed proposals should be sent early to allow timely receipt. If the office is closed on the proposal response date, due to any cause, the deadline for submission shall be extended until the next business day on which the office is open. Otherwise the duration for submission of proposals shall remain the same.
Bidders are required to tender their bids inthe format provided, submitting two (2) hard copies to the Procurement Department. Each proposal page should be initialed for reference purposes and must be signed by an authorized officer. Moreover, the proposal of the selected bidder will constitute a contractual obligation on contract award.
All bidders submitting a proposal explicitly surrenders any right to withdraw or modify it as proposals can only be withdrawn by written notice to the Corporation’s address prior to the exact hour of receipt. A proposal may also be withdrawn by a bidder once its identity is made known and a receipt for the proposal signed prior to the exact hour and date set for proposal receipt (Muck, 2018).
