The article describes chronic homelessness as individuals who have been on the streets for more than a year. They are primarily male and are characterized by disabilities such as drug addiction, mental impairment, or an ailment. Murphy (2006) notes that the homeless cost cities money by providing social services to manage them. These include medical facility visits and in-patient admissions, homeless shelter maintenance and costs, arrests, and jail services.
