The deregulation movement has encouraged competition and investments, yet it has also added difficulties to the system. This case study examines the benefits and drawbacks that regulation and deregulation create for intermodal transportation across EU and U.S. regions.
Regulation and Deregulation in the European Union
The European Union works to encourage intermodal railroad EIT transport operations by establishing regulatory systems that support the transition of freight transport from roads to rail systems and sustainable choices. The introduced regulations generated both positive benefits and negative side effects for intermodal transportation development.
Regarding environmental sustainability, EU rules stand out as the most essential features. The 2011 White Paper on Transport and other policies work to reduce greenhouse gas emissions through intermodal freight transport promotion (Islam et al., 2016). Rail infrastructure received higher investment from stakeholders because of this strategy, which decreased road congestion and environmental pollution. TEN-T infrastructure spending has developed better intermodal transportation sites and rail routes throughout EU nations to perform better in the transportation network. A fundamental regulatory measure consists of market liberalization initiatives. The implementation of the Fourth Railway Package in 2016 pushed for domestic rail market deregulation while inviting private sector companies to boost operational efficiency and minimize freight transport expenses.
