This first part of your final will be a draft of the memo that will include only: the jurisdiction you are addressing, the decision-maker you are writing to, the ISSUE section, and at least 5 sources you will use, including a three-sentence summary of each source. You may choose to outline more of your memo if you wish to receive feedback, but it will not be graded. This part will be worth 5 points. I will grade it and give feedback, which you will incorporate in the final memo.
The topic is population aging. Population aging refers to the increase in number and percentage of older population aged 60 and above, and at the same time, decreasing in number and percentage of the young population aged 15 and below. You are to pick a country (or subunit of government, e.g., a U.S. state or another country's province) that is experiencing population aging and a decision-maker within that country. Your memo will recommend policy solutions to address or mitigate specific impacts of population aging. You may focus on increasing the younger population, better care for the elderly, mitigants for the economy, other related issues, or any combination thereof. You must show that the jurisdiction you have selected is experiencing population aging.
Your analysis should follow Kingdon's theory, with a clear idea of what would be putting this issue on the decision-maker's agenda, clear definitions of the problem, an analysis of why your recommended policy will address the problem, and an analysis of why the politics involved in your selected jurisdiction will align behind solving the problem you've identified with the policies you recommend (or why the politics may not). It should be clear to me that you thoroughly understand and have incorporated Kingdon, but the memo should still read as a real-world policy document. Do not write a clunky academic paper; it should be concise and clear.

ISSUE: The population in the United States is ageing rapidly, five times higher than the younger population for a century (1920–2020). Demographic changes have created higher healthcare demands, a labour shortage and increasing support required for many isolated elderly. Importance of Implementing Phase-in Retirement
One of the negative implications of the rise in the number of older people is the decline in the number of experienced and skilled labour force; therefore, by allowing the elderly population to remain in the workforce, the US government may mitigate the fiscal pressures caused by a rise in the elderly population. Moreover, it would bridge the gap between the elderly and the young. Regarding budgetary expenditure, phase-in retirement increases tax revenues and the capital spent on pensions. Importance of Extended Healthcare Protection
Another critical component of the proposed bill is providing extended healthcare protection to older adults. Using this policy, the government may target the behavioural risk factors contributing to increased healthcare complications in the elderly. For instance, by controlling or minimizing the healthcare risk factors of heart and circulatory problems between the 1980s and 2000, the government improved the healthcare condition and age of the elderly population. In the same way, by imposing restrictions on the availability and advertisement of alcohol and unhealthy food, authorities reduce the healthcare risks for the elderly population, leading to an increase in the age of the skilled elderly population. Therefore, implementing this strategy is a recommendation to tackle the issue of the rise in the population of overage people. Importance of Increasing the Number of Young People
The increase in the number of young people serves a good purpose for the US government. The young generation is more energetic and productive, increasing the government's revenue and productivity income.
