Executive Summary
Cold cases in Guam have been increasing despite the government's efforts. As of 2021, there were more than 103 unresolved cases (Delgado, 2022). This report aims to develop a comprehensive public information program that will help the government of Guan to repair, enhance and improve its communication with different stakeholders. The report aims to ensure the police can get the relevant information from the public that will help the detectives resolve the cold cases that have been increasing each year. The report will address the communication strategy that should be used, the increase in hard cases, and the resources needed to help the police resolve crimes. In order to complete this report, I will use the database from Guan police websites, news reports, peer-reviewed journals, and books. The main limitation of the information has been the inability to go out and interview relevant stakeholders about the problem. If the police are provided with the relevant resources and the public trusts the police, crime in Guam will be reduced.
Situation Analysis
Guan is one of the places that has experienced a rise in the number of unresolved cases. For this plan to be effective, it is essential to observe the four management states. The first stage is the definition of the problem, followed by planning, taking action and communication, and finally, evaluation of the program (Broom et al., 2008). Additionally, the communication must be courteous, precise, correct, concise, and complete. Guam police department is responsible for regaining the public's trust if they expect to work and regain the community's trust. As more cases go unresolved, public trust in the police erodes. People will resort to other means of resolving their problems if they do not feel like the police can do their jobs. It is critical to communicate with the public and explain what they expect from them as civilians in resolving crimes.
The current situation in Guam is dire, with the police department agreeing that they are facing significant challenges in dealing with crime. According to the police spokesman in Guam, the major challenge that the police are facing is a lack of a dedicated team tasked with dealing with cold cases. The officer often retires or is deployed in other areas after several years. The officers who withdraw or are transferred to other places often have many years of experience dealing with some instances and witnesses; such transfers negatively affect how investigations are done. New officers have to take over with little insight into the cases (Delgado, 2022). These challenges and the increase in the number of unsolved murder cases have increased the perception that there is something wrong in the State which needs to be addressed.
The opinion, the attitude, and the behavior of the public indicate that the police need to do more to regain the people's confidence (Toves, 2018). In 2011, for example, the police decided to reopen one of the infamous cases that involved John Wayne. According to the police, the case was reopened after discovering that most of John's victims had not been identified after they were found in his residence. The toll that played a crucial role in helping the police at Guam identify the victim was the FBI database and the help of the local community. The other challenge that the police face is the lack of enough personnel to help clear cases. The number of rape in 2021, for example, increased by 27 percent, while the rate of police employed increased by 1.6 percent (Guam Police Department, 2005).
Because of the nature of the cases, it was important for the police to reopen the claim and give the family members closure. It was also crucial for the police to reopen the cases to give the people of Guam confidence in the work that the police were doing. One of the main reasons the police said they had a hard time getting a conviction was the lack of witness testimonies. As more cases went unresolved, people became disillusioned about the ability of the police to resolve cases. As a result, the public either did not report a crime or failed to provide their testimonies (Guam police department, 2005). Because of the FBI database and the help from the public, the Guam police department has been able to resolve more than eight cases linked to John, which had previously been classified as cold cases.
Goals
Ї This report aims to help the Guam police department reduce the number of unresolved cases by a large margin. It is essential for the public to regain the confidence of the police and to be willing to work with them in the provision of information to resolve crimes.
